About the Role

We are looking for a Billing Engineer / Quantity Surveyor (QS) with strong experience in quantity estimation, BOQ preparation, site measurements, billing, rate analysis, and project cost control.

The candidate will be responsible for preparing and verifying client bills, subcontractor bills, quantity take-offs, estimates, measurements, variations, and other commercial documentation while coordinating closely with the Site Engineering, Project Management, Procurement, and Accounts teams.

Key Responsibilities1. Quantity Surveying & Measurement

- Prepare detailed quantity take-offs from drawings, BOQs, and site requirements.
- Conduct and verify site measurements for completed works.
- Prepare measurement sheets and maintain accurate quantity records.
- Compare actual site quantities with BOQ quantities.
- Identify quantity variations, deviations, and additional works.
- Coordinate with Site Engineers to verify executed quantities.

1. Billing & Certification

- Prepare RA Bills / Running Account Bills for clients.
- Prepare and verify subcontractor/vendor bills.
- Check measurements, quantities, rates, and supporting documents before billing.
- Prepare work completion statements and billing summaries.
- Coordinate with Project and Accounts teams for bill certification and payment follow-up.
- Maintain proper records of submitted, certified, and pending bills.

1. Estimation & BOQ

- Prepare detailed estimates for civil and construction works.
- Prepare BOQs based on drawings, specifications, and project requirements.
- Perform quantity calculations and material requirement estimates.
- Prepare rate analysis for various construction activities.
- Assist in tender estimation and quotation preparation.
- Compare estimated quantities and costs with actual project requirements.

1. Cost Control

- Monitor project quantities and costs against the approved BOQ/budget.
- Track material and work quantities to support project cost control.
- Identify cost variations and report significant deviations to management.




- Assist in maintaining project cost reports.
- Support reconciliation of materials, quantities, and completed works.

1. Variation & Extra Work

- Prepare variation statements for changes in scope.
- Identify extra items, deviation quantities, and additional works.
- Prepare supporting measurements and rate analysis for variation claims.
- Coordinate with the Project Manager and Site Engineer for approval of additional works.
- Maintain records of approved and pending variations.

1. Subcontractor Management

- Verify subcontractor measurements and bills.
- Check work quantities against agreed BOQ/rates.
- Coordinate with subcontractors regarding billing discrepancies.
- Maintain subcontractor billing and payment records.
- Assist in reconciliation of completed work and payments.

1. Documentation & Reporting

- Maintain BOQs, measurement sheets, rate analysis, estimates, bills, and variation statements.
- Prepare daily/weekly/monthly quantity and billing reports as required.
- Maintain proper documentation for project commercial records.
- Prepare pending billing and certification status reports.
- Provide accurate project quantity and cost information to management.

1. Coordination

- Coordinate with Site Engineers, Project Managers, Planning Engineers, Procurement, Accounts, and subcontractors.
- Attend site meetings related to quantities, billing, estimation, and project costs.
- Clarify drawing, BOQ, measurement, and billing-related issues with the relevant teams.
- Ensure timely submission of billing and commercial documents.

Required Skills
- Strong knowledge of Quantity Surveying and Billing.
- Good understanding of construction drawings and specifications.
- Knowledge of BOQ preparation and quantity take-off.
- Experience in RA Billing and subcontractor billing.
- Knowledge of rate analysis and estimation.
- Knowledge of variation/deviation statements.




- Good understanding of construction materials and activities.
- Strong Excel skills for quantity and billing calculations.
- Good documentation and reporting skills.
- Ability to coordinate with site and office teams.
- Good communication and negotiation skills.
- Solid attention to detail and numerical accuracy.

Software Knowledge

Mandatory:

- MS Excel
- MS Word

Preferred:

- AutoCAD
- MS Project / Primavera
- ERP / Project Management Software
- Quantity Surveying / Billing software

Educational Qualification
- Diploma / B.E. / B.Tech in Civil Engineering
- Candidates with relevant Quantity Surveying / Construction Management qualifications may also be considered.
