ROLE OVERVIEW
n
The Manager / Senior Manager – Payroll Bureau oversees payroll compliance across a region or multiple countries, leading a team to ensure accurate, timely, and high-quality statutory compliance within the payroll product.
n
The role is pivotal in strengthening compliance governance, driving statutory development cycles, and enabling scalable, standardised processes across countries.
n
The individual is the primary owner of compliance delivery for assigned regions — representing the compliance function to internal and external stakeholders, holding service quality, and building a culture of accountability, accuracy, and continuous improvement.

KEY RESPONSIBILITIES
n
Regional Compliance Ownership & Governance
n
n
- Lead compliance operations across the assigned region and ensure full statutory coverage in the payroll product.
n
- Ensure end-to-end statutory updates — monitoring, interpretation, communication, development, testing, release — are executed with precision and timeliness.
n
- Act as the escalation point for complex compliance interpretations, exceptions, and regulatory disputes.
n
- Own relationships with authorities, consultants, and regulatory bodies for assigned geographies.
n
- Build compliance governance frameworks, SOPs, and audit-ready documentation standards.
n
n
Regulatory Interpretation & Technical Oversight
n
n
- Review product requirements, interpretation notes, change impact assessments, and compliance documentation prepared by the team.
n
- Guide the team on complex multi-country regulatory analysis and accurate statutory interpretation.
n
- Evaluate regulatory changes for business impact, system updates, and operational feasibility.
n
- Provide clear guidance on ambiguous legal scenarios and edge cases.
n
n
Leadership, Team Management & Capability Building
n
n
- Lead the team with effective workload allocation, quality checks, and timely delivery.
n
- Mentor, coach, and upskill team members through structured training, feedback, and development plans.
n
- Drive a culture of accuracy, ownership, accountability, and excellence in interpretation and documentation.
n
- Conduct performance evaluations, workforce planning, and capability development initiatives.
n

Cross-Functional Collaboration & Customer Confidence
n
n
- Partner with Product Engineering and other cross-functional teams to ensure accurate and timely implementation of regulatory requirements in the product.
n
- Lead end-to-end review of existing statutory setups for critical countries and implement product enhancements.
n
- Ensure timely, clear communication of regulatory changes to internal and external stakeholders.
n
- Oversee responses to complex customer compliance queries, ensuring accuracy, logical reasoning, and consistency.
n
- Represent Payroll Bureau in customer meetings and compliance deep-dives, building credible relationships with clients, consultants, and internal partners.
n

Strategic Initiatives & Innovation
n
n
- Lead initiatives to scale compliance operations through automation, templates, frameworks, and standardised processes.
n
- Partner with technology teams on AI-driven compliance research tools, dashboards, analytics, and automation projects.
n
- Build compliance assets including whitepapers, statutory summaries, and marketing and thought-leadership content.
n
- Identify and implement opportunities for continuous improvement, standardisation, and future-readiness.
n

Training & Knowledge Enablement
n
n
- Drive internal and external training programmes on payroll compliance, regulatory frameworks, and statutory updates.
n
- Strengthen organisation-wide compliance capability through structured enablement sessions.
n
n

- Full statutory coverage for the region, delivered ahead of regulatory effective dates.
n
- Complex interpretations and disputes resolved at this level rather than escalated upward.

- A team whose documentation needs progressively less correction.

- Customers and consultants who trust the Bureau's statutory position without needing to verify it.

- Compliance operations that scale through standardisation rather than added headcount.

KEY PERFORMANCE INDICATORS (KPIS)
n
Performance in this role is measured against the following indicators. Targets are set annually with the Head – Payroll Bureau and reviewed on the cadence noted.
n
n
- Statutory coverage and release timeliness — statutory updates for the region delivered into the product ahead of their effective dates, with full coverage maintained. (Per release)
n
- Compliance accuracy — statutory defects reaching production for the region, and defects traced to an interpretation error. (Per release)
n
- Governance and escalation — frameworks, SOPs, and documentation standards current and audit-ready; complex interpretations, exceptions, and regulatory disputes resolved within the agreed timeline. (Quarterly)
n
- Technical review quality — team documentation reviewed and signed off, and rework arising after sign-off. (Monthly)
n
- Team capability and performance — performance evaluations and development plans completed, and capability gaps closed against plan. (Half-yearly)
n
- Customer and stakeholder confidence — complex compliance queries resolved accurately within the agreed window, and customer deep-dives supported to a satisfactory outcome. (Quarterly)
n
- Scale and enablement — automation, template, or framework initiatives delivered, and training programmes and compliance assets published against plan. (Half-yearly)
n
n
REQUIRED EXPERIENCE & SKILLS
n
n
- Qualified Chartered Accountant, Company Secretary, or Lawyer with 7 to 10 years of relevant payroll compliance experience, or another qualification with 10+ years in multi-country payroll or statutory compliance roles.
n
- Experience in team leadership, stakeholder engagement, and managing multi-country compliance.
n
- Strong analytical, logical, and interpretation skills.
n
- Ability to simplify complex regulations into clear, implementable guidance.
n
- Excellent written and verbal communication.
n
- High integrity, professionalism, and ownership, with pride in the quality of work and curiosity to keep learning.
n
- Builds strong working relationships within and across teams, and coaches team members to succeed through guidance and clarity.

PREFERRED QUALIFICATIONS
n

- Knowledge of Ramco tools is an added advantage.
n
- Experience owning authority and regulator relationships in more than one jurisdiction.
n
- Exposure to compliance automation, analytics dashboards, or AI-assisted regulatory research tooling.
