Proposal Manager Offshore & Heavy Fabrication

Experience: 10+ Years | Industry: Offshore Oil & Gas / Offshore Wind / Heavy Engineering & Fabrication

- Own end-to-end proposal and tender management from enquiry to final submission.
- Review RFQs, drawings, MTOs and scope for offshore fabrication packages such as jackets, piles, topsides and wind foundations.
- Independently handle bottom-up and top-down estimation, costing and pricing.
- Prepare technical/commercial proposals, compliance matrices, clarifications and bid documentation.
- Coordinate with BD, Engineering, Planning, Quality, Procurement and Yard Operations.
- Assess tender commercial risks, contractual terms and pricing scenarios.
- Support client clarifications, techno-commercial negotiations and contract finalisation.
- Maintain proposal benchmarks, historical costing and bid databases.

Candidate Profile: Engineering graduate with 10+ years in proposal/bid management, estimation or commercial roles in offshore oil & gas, offshore wind or heavy steel fabrication. Robust Excel, MTO-based costing, fabrication costing and contract knowledge required.
