The Asian and Pacific Centre for Transfer of Technology (APCTT), a subsidiary body of UN ESCAP, is seeking a Programme Officer to support its regional technology transfer programme across Asia and the Pacific. The role focuses on strengthening technology transfer offices (TTOs), fostering regional collaboration, and contributing to policy research and knowledge products on technology transfer and innovation.
Key Responsibilities
Technology Transfer Programme & TTO Network
- Support the design and delivery of capacity-building programmes, workshops, training activities, and peer-learning initiatives for TTOs and related institutions.
- Contribute to the establishment and growth of a regional TTO Network.
- Engage with universities, research institutions, innovation agencies, government bodies, and other stakeholders.
- Conduct mapping of technology transfer institutions, policies, programmes, and support mechanisms.
- Prepare concept notes, presentations, reports, agendas, and meeting documentation.
- Monitor programme implementation, results, and participant feedback.
Research & Knowledge Products
- Support the development of the Asia-Pacific Technology Transfer Report.
- Conduct policy research, literature reviews, surveys, interviews, and data analysis.
- Develop analytical content, country profiles, case studies, policy briefs, and other knowledge products.
- Coordinate inputs from experts, member states, and partner organizations.
- Maintain research datasets and supporting documentation.
Programme Coordination
- Support stakeholder communication and partnership activities.
- Contribute to planning, reporting, and knowledge management.
- Provide additional programme support as required.
Requirements
Education
- Master's degree in Technology Transfer, Intellectual Property Management, Science and Technology Policy, Public Policy, Economics, Business Administration, Innovation Management, Law, International Development, or a related field.
- A bachelor's degree plus two additional years of relevant experience may be considered in lieu of a master's degree.
Experience
- Minimum 3 years of skilled experience in technology transfer, innovation policy, technology commercialization, research and innovation management, capacity-building, international development, or a related field.
- Strong research, analytical, stakeholder engagement, and communication skills.
Languages
- Fluent English required.
