Role Mandate: Build the international sales pipeline, win anchor RPO clients, develop strategic partnerships, and help shape the go-to-market strategy of a new India-based global RPO business.

We are looking for an entrepreneurial Business Development Manager – International RPO who can
play a key role in building our international client base and establishing long-term relationships with
HR, Talent Acquisition and business leaders. As an early member of the company, this person will have
significant ownership over our go-to-market strategy and business growth.
Role Overview: The Business Development Manager will be responsible for generating and converting new business opportunities specifically for our Recruitment Process Outsourcing (RPO) solutions across international markets.
The role requires a combination of new-logo prospecting, consultative RPO selling, relationship development, commercial negotiation and account growth. The ideal candidate must understand how organizations evaluate and purchase RPO solutions and be comfortable engaging senior stakeholders including CHROs, Heads of Talent Acquisition, HR Directors, Procurement leaders and business executives.
Key Responsibilities:
International Business Development
- Develop new RPO business across the US, Europe and Middle East/GCC markets, with an initial focus on mid-market and growth-stage organizations. Business Development Manager – International RPO.
- Identify organizations experiencing hiring challenges, rapid expansion, new market entry, large recruitment projects or talent shortages.
- Build relationships with senior HR, Talent Acquisition, Procurement and business decision-makers.
- Own the business development lifecycle from initial prospecting through discovery, proposal, negotiation and contract closure.
Lead Generation & Pipeline Development
Build a consistent pipeline through targeted outbound and relationship-led channels, including:
- Linked In prospecting and social selling
- Targeted email and outbound campaigns
- Cold calling
- Industry events and HR conferences
- Professional networks and referrals
- Strategic referral and ecosystem partnerships
- Research target companies and identify relevant decision-makers and potential hiring opportunities. Maintain accurate pipeline, activity and chance information within the company’s CRM.
Consultative RPO Sales
Understand each prospective client’s hiring challenges, recruitment volumes, geographic requirements, existing recruitment processes and technology environment.
Design appropriate solutions including:
- End-to-End RPO
- Project RPO
- Embedded Recruiter / Recruiter-on-Demand
- Talent Sourcing Services
- Recruitment Coordination
- Dedicated Offshore Recruitment Teams
- High-volume Hiring Solutions
Work with the delivery team to develop customized proposals, pricing models, SLAs and implementation plans.
Commercial Negotiation & Client Acquisition
- Prepare proposals, presentations and commercial offers.
- Lead commercial negotiations with prospective clients.
- Coordinate discussions relating to MSAs, SOWs, SLAs, pricing and service expectations.
- Develop strong business cases demonstrating improvements in cost per hire, time to hire, recruiter productivity, candidate quality and recruitment scalability.
Partnerships
- Develop referral and channel relationships with HR consulting firms, HR technology providers and other ecosystem partners that can introduce qualified RPO opportunities.
- Build relationships with complementary talent-acquisition and HR advisory partners without diluting the company’s core focus on RPO sales.
Market Intelligence
- Track RPO and talent-acquisition outsourcing trends across target markets and identify emerging business opportunities.
- Monitor competitors, pricing models, industry developments and changes in client expectations.
- Provide regular feedback to leadership on market requirements so that the company’s services and positioning can evolve accordingly.
Target Customer Profile
- The BDM will primarily target organizations with the following characteristics:
- Approximately 200–5,000+ employees
- 20+ hires annually
- Rapid expansion or business transformation
- New offices, delivery centers or operations
- A need to reduce recruitment costs
- Specialist or high-volume hiring challenges
- Priority sectors may include Technology, Engineering, Manufacturing, Healthcare, Financial Services, Renewable Energy, Logistics, Construction and Infrastructure.
Ideal Candidate
- 5–10 years of B2B business development experience,
including substantial experience in RPO sales. Demonstrable experience personally originating, developing and closing Recruitment Process Outsourcing (RPO) engagements. This is a core requirement.
- Proven experience selling RPO solutions into at least one of the US, European or Middle Eastern markets. Strong understanding of RPO operating models, talent acquisition, solution design, pricing, implementation considerations and buyer expectations.
- Experience engaging senior HR and Talent Acquisition stakeholders.
- Strong prospecting and lead-generation capability.
- Experience preparing proposals and negotiating commercial agreements.
- Excellent written and spoken English.
- Strong presentation and consultative selling skills.
- Ability to work independently in an entrepreneurial environment.
- Existing relationships with CHROs, Heads of Talent Acquisition, HR leaders, Procurement leaders or other RPO decision-makers in international markets would be highly desirable.
What Success Looks Like
During the first 90 days, the Business Development Manager should:
- Develop a clearly defined target-account database.
- Establish a repeatable outbound prospecting process.
- Build an active pipeline of qualified international opportunities.
- Conduct discovery meetings with prospective clients.
- Develop qualified referral and ecosystem relationships that can generate RPO opportunities.
- Generate the company’s first qualified RPO proposals.
- Within 6–12 months, the objective is to build a sustainable international sales pipeline and acquire recurring RPO clients.

Compensation
- We intend to offer a competitive structure combining Fixed Salary + Performance Incentives + New Business Commission.
