HR EXECUTIVE / OFFICER – STATUTORY COMPLIANCE & LICENSING

Position: HR Executive – Statutory Compliance & Licensing

Key Responsibilities
1. ESI & EPF Compliance
- Handle end-to-end ESI and EPF statutory compliance for employees and eligible contract workers.
- Ensure timely monthly ESI and EPF contributions, returns and related filings.
- Handle employee registration, exit, transfer and correction-related activities.
- Coordinate with EPFO and ESIC offices for notices, inspections, queries and compliance matters.
- Maintain proper statutory records and supporting documents.
- Resolve ESI/EPF portal and compliance-related issues.
2. Factory Licence & Factory Compliance
- Handle Factory Licence application, renewal, amendment and related statutory requirements.
- Maintain records relating to the Factories Act and applicable labour laws.
- Coordinate with DISH / Factory Inspectorate authorities for inspections, notices and compliance requirements.
- Ensure compliance with statutory registers, returns, notices and records.
- Coordinate with Factory, EHS and other departments for closure of inspection observations.
- Track licence validity, renewal dates and statutory compliance deadlines.
3. ISMW / Inter-State Migrant Workmen Compliance
- Handle Inter-State Migrant Workmen (ISMW) registration/licensing and compliance requirements.
- Maintain records of inter-state migrant workers and supporting documentation.
- Coordinate with contractors regarding migrant worker compliance.
- Ensure statutory registers, returns and records are properly maintained.
- Coordinate with government authorities for inspections and compliance requirements.
4. CLRA / Contract Labour Compliance
- Handle Contract Labour (CLRA) registration/licensing and statutory compliance.
- Coordinate with contractors for licence, registration and statutory documentation.
- Verify contractor compliance relating to wages,
attendance, ESI, EPF and other statutory requirements.
- Maintain contractor-wise compliance records and documentation.
- Conduct periodic compliance checks of contract labour.
- Follow up with contractors for pending statutory documents and corrective actions.
5. Contract Labour Management
- Maintain contract labour master data and worker records.
- Monitor contractor manpower, attendance, deployment and statutory compliance.
- Verify contractor wage and statutory compliance documentation.
- Coordinate with Accounts/Payroll for contractor bill verification from a statutory compliance perspective.
- Ensure required employee documents and statutory records are maintained.
- Support internal and external audits relating to contract labour.
6. Pollution Control Board (PCB) Coordination
- Coordinate with the Tamil Nadu Pollution Control Board (TNPCB) and relevant authorities.
- Maintain records relating to environmental licences, consents, renewals and statutory approvals.
- Track validity and renewal dates of applicable PCB approvals.
- Coordinate with Factory/EHS/Technical teams for submission of required documents.
- Follow up on applications, renewals, inspections, notices and compliance requirements.
- Maintain proper documentation for regulatory inspections and audits.
7. Government Department Coordination
- Coordinate with various government departments and statutory authorities.
- Handle official correspondence, notices, applications and compliance submissions.
- Attend statutory inspections along with the concerned department representatives.
- Follow up on pending approvals, licences, registrations and compliance matters.
- Maintain a statutory compliance calendar and ensure timely completion of all activities.
8. Documentation & Audit
- Maintain an updated Statutory Compliance Master / Compliance Calendar.
- Ensure all licences, registrations, certificates and statutory records are properly filed.
- Prepare documents for internal, external and government audits.
- Track statutory observations and ensure timely closure of corrective actions.
- Maintain both physical and digital statutory records.
Required Skills & Qualifications
- Bachelor's degree in HR / Labour Law / Commerce / Business Administration or related field.
- 3–7 years of experience in Statutory Compliance, Factory Compliance, HR Compliance or Labour Compliance, preferably in a manufacturing industry.
- Good practical knowledge of:
- ESI & EPF
- Factory Licence & Factory Compliance
- CLRA / Contract Labour Compliance
- ISMW Compliance
- Labour Laws & Statutory Registers
- TNPCB Coordination
- Government Department Coordination
- Experience in handling government inspections and statutory notices.
- Good documentation and follow-up skills.
- Strong communication and coordination skills.
- Working knowledge of MS Excel, MS Word and statutory portals.
Preferred Candidate Profile
Candidates with hands-on experience in manufacturing / factory environments and experience dealing directly with ESIC, EPFO, DISH, Labour Department, TNPCB and other government authorities will be preferred.
