The Purchase Head (Head of Procurement/SCM) at a Hydro-Electric Project (HEP) manages the end-to-end acquisition of specialized electro-mechanical equipment, heavy construction materials, sub-contracts, and operational supplies. Because hydro projects involve massive civil works and precision engineering, the role demands strict regulatory adherence and technical alignment.

Strategic Sourcing and Vendor Management

- Formulate comprehensive procurement strategies tailored to project phases (construction, erection, testing, and commercial operation).
- Source and onboard specialized global and domestic vendors for heavy equipment such as Francis/Pelton turbines, generators, heavy-duty transformers, penstocks, gates, and SCADA control systems.
- Evaluate supplier technical capabilities, financial standing, past performance track records, and statutory compliances.

Contract Management and Negotiations

- Lead high-value commercial and contractual negotiations with original equipment manufacturers (OEMs) and engineering contractors.
- Finalize complex contracts, incorporating robust Service Level Agreements (SLAs), penalty clauses for delays, warranty terms, and performance bank guarantees.
- Coordinate with project legal and technical teams to manage contractor claims, variations, extensions of time, and dispute resolutions.

Cost Control and Budgeting





- Collaborate with the project finance team to establish capital expenditure (CAPEX) and operational expenditure (OPEX) budgets.
- Drive cost-optimization and value-engineering initiatives without compromising structural integrity or equipment reliability.
- Monitor foreign exchange (forex) fluctuations and raw material price indexes (such as copper, steel, and cement) to minimize cost overruns.

Logistics and Site Supply Chain

- Oversee the complex logistics and inland transportation of oversized consignments (ODC)such as heavy turbine runners and stator coils—to remote, hilly, or geographically challenging hydro-site locations.
- Manage warehousing, inventory levels, and material preservation to prevent site degradation or project delays.
- Implement digital procurement tools (ERP/e-procurement platforms) to track purchase requisitions, order statuses, and "procure-to-pay" lifecycles.

Quality Assurance, Safety, and Compliance

- Ensure all procured machinery and raw materials comply with international standards (IEC, IEEE, ISO) and local regulatory frameworks.
- Coordinate Factory Acceptance Tests (FAT) and third-party inspections prior to dispatch.
- Enforce strict compliance with Health, Safety, and Setting (HSE) policies as well as corporate governance, anti-corruption laws, and environmental clearances specific to river-valley projects.
