Key Responsibilities

1. Overall Quality Management

- Lead and manage the overall QA/QC function for the Hydro Electric and RCC Dam Project.

- Establish and implement the Project Quality Management System (PQMS).

- Ensure all construction activities comply with approved drawings, specifications, codes, standards and contractual requirements.

- Develop project-specific Quality Plans, Inspection & Test Plans (ITPs), procedures and checklists.

1. RCC Dam Quality Control

- Establish quality control systems for RCC mix design, batching, transportation, placement, compaction and curing.

- Monitor lift-wise RCC placement and construction quality.

- Control aggregate production, grading, moisture content, cementitious materials and admixtures.

- Ensure proper temperature control and management of concrete during placement.

- Monitor trial mixes, laboratory tests and field tests for RCC and conventional concrete.

- Ensure compliance with approved mix designs and technical specifications.

1. Concrete & Material Quality

- Supervise testing of cement, fly ash/slag, aggregates, admixtures, water and other construction materials.

- Review and approve material sources, test certificates and laboratory reports.

- Ensure concrete and RCC quality through regular sampling and testing.

- Monitor compressive strength, density, permeability and other relevant tests.

- Establish procedures for handling non-conforming materials.

1. Dam Foundation & Grouting Quality

- Monitor quality of foundation excavation, cleaning and preparation.

- Ensure quality control of dental concrete, consolidation grouting, curtain grouting and contact grouting.

- Review grout mix designs, pressure records, grout take and test results.

- Monitor drilling, water pressure testing and grouting records.

1. Underground & Hydro Works

- Establish QA/QC procedures for tunnels, shafts, caverns, underground powerhouse and associated works.

- Monitor excavation, rock support, shotcrete, rock bolts, wire mesh, steel ribs and lining.

- Ensure quality of waterproofing, drainage and concrete lining.

- Monitor quality of embedded parts and hydro-mechanical works.

1. Structural & Civil Works

- Ensure quality of spillways, intake structures, powerhouse, tailrace, switchyard, bridges, roads, buildings and other civil structures.

- Monitor reinforcement, shuttering, embedded items, concreting and finishing works.





- Ensure dimensional and survey control as per approved drawings.

1. Inspection & Testing

- Develop and implement Inspection & Test Plans (ITPs) for major project activities.

- Ensure all inspections and tests are conducted at specified stages.

- Coordinate Hold Points, Witness Points and Inspection Requests with the Client/Consultant.

- Maintain inspection and testing records for all major activities.

1. Laboratory Management

- Establish and manage the project construction material testing laboratory.

- Ensure availability of qualified laboratory personnel and calibrated testing equipment.

- Monitor laboratory testing procedures, frequency and accuracy.

- Ensure proper documentation and traceability of test results.

1. Contractor & Subcontractor Quality Monitoring

- Review contractors' Quality Assurance Plans, Method Statements and ITPs.

- Monitor contractor and subcontractor compliance with approved quality requirements.

- Conduct quality audits and inspections at work fronts.

- Identify deficiencies and ensure timely corrective actions.

1. Non-Conformance & Corrective Action

- Identify, record and monitor Non-Conformance Reports (NCRs).

- Ensure root-cause analysis and implementation of corrective and preventive actions.

- Monitor closure of NCRs within agreed timelines.

- Maintain records of quality deviations and recurring issues.

1. Quality Audits

- Plan and conduct internal quality audits and site inspections.

- Coordinate audits by Client, Consultant and statutory/third-party agencies.

- Ensure timely closure of audit observations.

- Promote continual improvement in project quality performance.

1. Engineering & Drawing Coordination

- Review construction drawings, specifications and technical requirements from a quality perspective.

- Coordinate with Engineering and Construction teams regarding quality-related design requirements.

- Ensure only approved/latest revisions of drawings and documents are used at site.

1. Quality Documentation

- Maintain complete QA/QC documentation,



inspection records and test reports.

- Ensure proper traceability of materials, tests and construction activities.

- Prepare Quality Dossiers / Manufacturing & Construction Records as applicable.

- Maintain records required for final project handover.

1. Standards & Compliance

- Ensure compliance with applicable IS, IRC, ASTM, ACI, BIS, IEC and project-specific technical specifications, as applicable.

- Ensure compliance with approved Quality Plans and contractual requirements.

- Keep the project team updated on applicable changes in specifications and quality requirements.

1. Progress & Management Reporting

- Prepare daily, weekly and monthly QA/QC reports.

- Monitor quality KPIs, NCR trends, testing status and inspection performance.

- Present major quality issues, risks and corrective actions to the Project Head / Management.

- Maintain quality dashboards and management MIS.

1. Team Leadership

- Lead and manage QA/QC Engineers, Quality Engineers, Inspectors, Laboratory Engineers and Technicians.

- Define responsibilities and inspection coverage for different work fronts.

- Conduct quality awareness and technical training for project personnel.

- Ensure adequate QA/QC manpower and resources at all critical work locations.

1. Coordination with Project Functions

- Coordinate closely with Planning, Construction, Engineering, Contracts, Procurement, HSE and Commercial teams.

- Ensure quality requirements are integrated into project planning and construction schedules.

- Support procurement teams in technical evaluation and material approval.

- Coordinate quality requirements for critical and long-lead materials.

1. Final Inspection & Handover

- Lead final inspection and quality clearance of completed works.

- Ensure punch points and outstanding quality issues are closed.

- Prepare and compile final quality dossiers, test certificates, inspection records and as-built documentation.

- Support commissioning and project handover activities.

Overall Objective: To ensure that all Hydro Electric and RCC Dam project works are executed in accordance with approved drawings, specifications, applicable codes, contractual requirements and the Project Quality Management System, while achieving zero/minimum rework, effective defect prevention, full traceability and successful project handover.
