1. Position : Sr. Manager – Regulatory Affairs
2. Type: Full Time onsite (Remote Work - NA, WFH as per Company Policy)
3. Location : Gurugram
4. Roles & Responsibilities :
- Interaction with CERC, SERCs, APTEL, MNRE, SNAs, etc. on Renewable Energy (RE) Regulatory & Policy matters
- Tracking Draft & Final Amendment/Current Regulations/Consultation Papers, etc., issued by SERCs & CERC, which impact RE business & operations of the Company
- Collate, Review & Submission of cross-functional comments/suggestions/objections on Draft Amendment/New Regulations/Consultation Papers, etc. within stipulated timelines
- Tracking ROPs, Orders & Judgements issued by SERCs, CERC, APTEL/High Courts and Supreme Court, which impact RE business & operations of the Company
- Tracking Draft & Final Amendment/New Policies/Guidelines, issued by MNRE, SNAs, etc., which impact RE business & operations of the Company
- Collate, Review & Submission of cross-functional comments/suggestions/objections on Draft Amendment/New Policies/Guidelines within stipulated timelines
- Tracking Policies/Orders/Notifications/Guidelines/OMs issued by MNRE, SNAs, etc., which impact RE business & operations of the Company
- Analyse business impact of above Regulations, ROPs, Orders, Policies, Notifications, OMs, etc. Identify Regulatory Threats/Opportunities for the RE business.
- Tariff calculations in accordance with RE Tariff Regulation/Orders of SERCs/CERC for Section 62 PPAs
- Prepare Landed Tariff Calculations under RE Open Access for HT Consumers across all states and track changing parameters and assumptions for BD/Bidding team and Management decisions
- Develop/validate intra-state / inter-state power sale models for sale of RE power in line with applicable tariff orders/regulations
- Prepare and update dashboard on periodic brief on Regulatory & Policy landscape for Management information & decision making
- Participate actively in the Regulatory and Policy forums in the Indian RE/Power Sector
- Cross-functional Regulatory support: Interpretation of Regulations, Policies, Guidelines, PPAs, Procedures, etc. for Business Development, Bidding, Project Development, Commercial, O&M;, etc.
- Attend regulatory proceedings at SERC / CERC / APTEL as and when required.
- Make representations/petitions/presentations before SERC / CERC /Government on matters pertaining to renewable energy, tariff orders
- Assist lawyers and provide documentation support
- Drafting of comments/suggestions/objections on draft petitions, appeals & applications, etc. and submit quality response to the concerned authority
- Support operations and projects team in routine applications/letters to DISCOM, STU, SLDC, and other Government authorities related to operational and under-development projects
- Engaging with the business leaders and team periodically to understand their requirements,
identify business risks and propose action plan to minimize / mitigate business risks.
- Undertake other strategic assignments pertaining to regulatory and policy work to support business development activities
4. Educational Qualifications :
- MBA from Tier 1 B-School (strictly from Tier 1) or MBA in Power Mgmt. from UPES/NPTI
- B.E./B.Tech. in Electrical/Mechanical/Civil
- Both qualifications required
5. Experience :
- MBA from Tier 1 B-School (strictly from Tier 1):
2-3 years of experience in Commercial/Strategy functions of RE or Thermal Power Sectors
- MBA in Power Mgmt. from UPES/NPTI or equivalent:
5-8 years of experience in Regulatory Affairs of Renewable Energy or Thermal Power Sectors 6. Prior Exposure Required :
- Electricity Regulatory framework in India (Electricity Act, Rules, Policies, CERC Regulation/orders pertaining to Renewable Energy)
- Power Sector Policies/ Regulations/Orders issued by CERC/ SERCs/ CEA/ MOP/ MNRE/SNAs, etc.
- Developing Excel based Tariff Models/Calculations or Financial Models or exceptional control over Excel Modelling is Mandatory
- Experience in business analysis of Regulatory/Policy framework is a plus
- Experience of working with SERCs/CERC/APTEL/MNRE/SNAs, etc. is a plus
7. Required Skills & Competencies :
- Excellent analytical and communication (reading, written and verbal) skills are a must
- Extensive reading, interpretation & analysis required
- Ability to multi-task effectively and balance time between different KRAs
- Learning attitude
