Position Overview
Elitecon International Limited is looking for an experienced Head Statutory Compliance to lead and strengthen the organisations statutory and regulatory compliance function. The role will be responsible for ensuring timely and effective compliance with all applicable statutory requirements across corporate offices, manufacturing facilities and other business locations.
The ideal candidate will be a strategic yet hands-on compliance professional with solid manufacturing-sector experience, capable of establishing a robust compliance governance framework, strengthening statutory controls and ensuring timely adherence to applicable labour, factory, establishment, corporate and other regulatory requirements.
The candidate will work closely with Senior Management, HR, Finance, Legal, Company Secretarial, Plant Operations, EHS and other functional teams to ensure a strong and proactive compliance environment across the organisation.
Key Responsibilities
Statutory & Regulatory Compliance
- Lead and manage the overall statutory and regulatory compliance framework across the organisation.
- Identify and maintain a comprehensive repository of applicable Acts, Rules, Regulations, licences, registrations and statutory obligations.
- Ensure timely statutory filings, submissions, payments, renewals and documentation.
- Monitor changes in applicable laws and regulations and assess their impact on business operations.
- Ensure timely implementation of regulatory changes across relevant functions and locations.
Listed Company & Corporate Compliance
- Support and coordinate statutory requirements applicable to a listed-company environment.
- Work closely with the Company Secretarial and Legal functions on applicable corporate and regulatory requirements.
- Support compliance with applicable provisions of the Companies Act, SEBI regulations and other corporate governance requirements relevant to the role.
- Ensure appropriate documentation and compliance evidence is maintained for regulatory and audit purposes.
Compliance Governance & Monitoring
- Develop and maintain a comprehensive Statutory Compliance Calendar covering all applicable entities, functions and locations.
- Establish clear compliance ownership, responsibilities and escalation mechanisms.
- Implement periodic compliance certifications from respective functional and departmental heads.
- Track overdue and upcoming compliances and ensure timely closure.
- Establish a structured compliance review mechanism across the organisation.
Statutory Audits, Inspections & Notices
- Coordinate statutory compliance audits and periodic internal compliance reviews.
- Manage and facilitate inspections conducted by government and regulatory authorities.
- Coordinate timely responses to statutory notices, observations, queries and regulatory requirements.
- Track audit and inspection observations and ensure timely closure of corrective actions.
- Maintain complete records and documentary evidence of statutory compliances.
Licences, Registrations & Renewals
- Maintain a centralised repository and tracker of all statutory licences, registrations, approvals and certificates.
- Ensure renewals are initiated sufficiently in advance of expiry dates.
- Coordinate with concerned departments, external consultants and authorities for obtaining and renewing statutory approvals.
- Ensure there are no avoidable operational disruptions due to expiry or non-renewal of statutory licences.
Labour & Employment Compliance
- Ensure compliance with applicable labour and employment laws across corporate and manufacturing locations.
- Monitor statutory requirements relating to PF, ESIC, gratuity, bonus, minimum wages, payment of wages, Shops & Establishments and other applicable labour regulations.
- Ensure maintenance of applicable statutory registers, records, returns and documentation.
- Coordinate with HR, Payroll, Plant HR and external consultants for timely statutory compliance.
- Monitor contractor and third-party manpower compliance, wherever applicable.
Factory, Establishment & Operational Compliance
- Oversee statutory compliance requirements applicable to factories, offices, warehouses and other establishments.
- Ensure timely maintenance and renewal of applicable factory/establishment licences, registrations, approvals and statutory certificates.
- Coordinate with Plant, Operations, EHS, HR and other functions to ensure location-level compliance.
- Monitor statutory obligations relating to operational and manufacturing activities.
Regulatory Risk Management
- Identify potential statutory and regulatory compliance risks across the organisation.
- Assess the operational, financial and reputational implications of compliance gaps.
- Escalate critical compliance issues and potential exposures to Senior Management.
- Develop corrective and preventive action plans for identified gaps.
- Strengthen internal compliance controls to minimise recurrence of statutory deviations.
Stakeholder & Regulatory Coordination
- Liaise with government departments, regulatory authorities, auditors, legal advisors and external compliance consultants as required.
- Work closely with HR, Finance, Legal, Company Secretarial, Operations, EHS and Plant teams.
- Guide functional heads on statutory compliance requirements applicable to their respective areas.
- Ensure effective coordination between corporate and manufacturing locations on compliance matters.
Compliance MIS & Management Reporting
- Prepare periodic compliance reports and dashboards for Senior Management.
- Report compliance status, overdue obligations, regulatory risks, statutory notices, audit observations and pending corrective actions.
- Develop a comprehensive Compliance Dashboard / Compliance Health Report for management review.
- Provide timely escalation of critical statutory and regulatory risks.
Candidate Profile
- 15–18 years of progressive experience in statutory and regulatory compliance, with significant experience in senior compliance roles.
- Strong manufacturing industry experience is mandatory.
- Experience in FMCG / Consumer Products / large-scale manufacturing will be highly preferred.
- Strong hands-on exposure to labour, factory, establishment and operational statutory compliances.
- Exposure to a listed-company environment and corporate regulatory requirements will be highly preferred.
- Proven experience in managing statutory audits, government inspections, regulatory notices and compliance documentation.
- Strong experience in managing licences, registrations, statutory renewals and compliance calendars.
- Experience managing compliance across multiple entities and/or locations will be preferred.
- Strong understanding of compliance governance, internal controls, risk identification and management reporting.
- Demonstrated ability to work closely with Senior Management, functional heads, auditors, consultants and regulatory authorities.
- Strong leadership, stakeholder management, analytical, documentation and communication skills.
- Graduate/Postgraduate with relevant professional qualification in Law, Company Secretaryship, Compliance, Finance or related discipline will be preferred.
