Position - U.S. Federal Capture & Proposal Specialist

- Primary Mission: Lead federal maritime opportunities from identification and qualification through capture, proposal submission, and award.

1. Position Purpose

EvoMarine is seeking a hands-on U.S. Federal Capture & Proposal qualified based in India. You will drive growth in U.S. government contracting by identifying opportunities, coordinating resources, and writing compliant, winning proposals. The role focuses on maritime, ship repair, vessel modernization, and logistics for priority clients like the U.S. Navy, Military Sealift Command (MSC), and MARAD.

2. Core Responsibilities

- Market Intelligence: Monitor SAM.gov, GovTribe, GovWin IQ, or Bloomberg Government to track early RFIs, RFPs, and task orders. Maintain a structured opportunity pipeline.
- Bid Evaluation: Conduct rigorous Bid/No-Bid analyses against EvoMarine’s capabilities, compliance needs, socioeconomic set-asides, and FAR/DFARS requirements.
- Capture Management: Develop actionable capture plans, establish win themes, map competitors, and estimate price-to-win benchmarks.
- Teaming & Partnerships: Identify and secure prime contractors, subcontractors, and small-business partners to bridge capability gaps. Coordinate NDAs and Teaming Agreements.
- Proposal Leadership:



Lead the full proposal lifecycle. Shred solicitations to build comprehensive compliance matrices.
- Writing & Delivery: Translate complex engineering inputs into persuasive, evaluator-focused text. Manage Pink/Red/Gold team reviews and execute flawless portal submissions.
- Post-Award Handover: Manage post-submission clarifications, analyze debriefs, and create clean handover packages for operations teams.

3. Required Experience & Skills

- Federal Contracting: Proven experience managing U.S. Federal Government capture and proposals from kickoff to submission.
- Tools & Regulations: Proficient with SAM.gov, GovWin/GovTribe, and working knowledge of FAR/DFARS clauses.
- Skills: Elite English writing and editing skills. Strong attention to detail with the ability to "shred" complex solicitations.
- Mindset: Extreme ownership; capable of driving cross-functional teams (engineering, finance, legal) under strict deadlines.

Preferred (Not Mandatory)

- Background supporting NAVSEA, NAVFAC, MSC, MARAD, or the USCG.
- Industry experience in ship repair, marine engineering, or defense logistics.
- Familiarity with Shipley methodology or APMP certification.

4. Working Model & Education

- Education: Bachelor’s degree or equivalent practical federal proposal experience.
- Schedule: Based in India with disciplined remote work habits. Must maintain reliable schedule overlap with U.S. working hours for meetings and deadlines.
- Clearance: No initial U.S. security clearance required.
