POSITION SUMMARY

Position: Deputy Project Manager (DPM)

Project DBM & BC Overlay / Strengthening Works, Satna Bamitha Section, Madhya Pradesh

Client / Authority Public Works Department (NH Division) / Ministry of Road Transport & Highways (MoRTH)

Nature of Work Bituminous overlay (DBM & BC), pavement strengthening and allied highway works as per MoRTH Specifications

Reporting To Project Manager / Director

Job Type Full-time, site-based (site camp posting)

QUALIFICATION & EXPERIENCE •

B.E. / B.Tech in Civil Engineering from a recognised university (mandatory).

- 10-15 years of post-qualification experience in highway construction, including at least 35 years in an independent site in-charge / DPM role. • Proven track record of executing DBM and BC overlay works on NH / MoRTH / PWD NH Division or NHAI contracts.
- Experience of independently handling a batch mix plant, paver train and a complete site organisation.

KEY RESPONSIBILITIES A. Overall Execution & Project Ownership

- Overall in-charge of the complete execution of the project at site accountable for physical progress, quality, cost, safety and contractual compliance across the entire stretch.
- Plan, organise and control all activities from mobilisation through to completion, defect rectification and handover of the work.
- Convert the contract programme into monthly, weekly and daily targets; deploy resources to achieve them and initiate corrective action on any slippage.
- Take independent day-to-day decisions at site and escalate only policy, commercial and contractual matters to the Project Manager / Head Office.

B. Bituminous Works (DBM & BC)
- Direct the entire laying operation surface preparation, pothole repair, profile correction, prime coat / tack coat application, DBM and BC laying, joint treatment and final rolling.
- Ensure layer thickness, camber, cross-fall, super-elevation, levels and riding quality conform to approved drawings and typical cross sections. • Control mix and rolling temperatures, paver speed, rolling pattern and number of passes so as to achieve the specified field density.

C. Plant, Machinery & Resources Tel: 0731-4987284
- Overall control of the batch mix plant production planning, JMF compliance, calibration, bitumen and aggregate consumption, and stock monitoring.
- Ensure availability, deployment and preventive maintenance of paver finisher, tandem and pneumatic tyred rollers, tippers, bitumen sprayers, wet mix plant and other P&M; minimise breakdown downtime.
- Plan and monitor procurement and stocking of bitumen, aggregates, diesel, emulsion and consumables in coordination with Purchase and Stores.
- Manage manpower deployment company staff, subcontractors and labour gangs.

D. Quality Assurance & Control
- Implement the project Quality Assurance Plan; ensure all mandatory tests are carried out at the prescribed frequency as per MoRTH Specifications (5th Revision) and the relevant IS / IRC codes.
- Approve and control the Job Mix Formula; ensure the site laboratory maintains complete test registers, core records and calibration certificates.
- Ensure all works are offered for inspection and approval to the Engineer-in-Charge / Consultant before covering up, and obtain joint level sheets and measurements.
- Attend all inspections by PWD / MoRTH officials, the Consultant and third-party quality auditors; reply to observations and close non-conformities.

E. Contract, Billing & Commercial
- Maintain thorough working knowledge of the Agreement — scope, BOQ, specifications, time schedule, price variation, extension of time and penalty clauses.
- Prepare and certify RA bills with complete measurements, level sheets, test results and photographic records; follow up with the Department for timely certification and payment.
- Raise timely correspondence for hindrances, extra items, deviation / variation, extension of time, price escalation and force majeure so as to protect the Company's contractual position.
- Monitor project cost against budget — track consumption of bitumen, aggregate,



diesel and hire charges, control wastage and report cost overruns.
- Verify and recommend subcontractor and supplier bills for payment.

F. Documentation & Reporting
- Ensure proper maintenance of Measurement Books, level books, site order book, hindrance register, daily progress report, labour register, plant log books and test registers.
- Submit Daily and Monthly Progress Reports to Head Office covering physical progress, resource status, constraints and cash flow requirement.
- Maintain complete photographic documentation with chainage and date — pre-construction, during execution and post-completion.

G. Statutory, Traffic & Safety
- Ensure compliance with all statutory requirements — labour licence, royalty / mining permissions, pollution consent for the plant, insurance and machinery documents.
- Enforce traffic management under construction — signages, cones, delineators, barricades, flagmen and night-time reflective arrangements as per IRC:SP:55.
- Enforce EHS discipline — PPE, site and plant safety, and accident reporting; maintain a safe workplace and camp.

H. Liaison & Coordination
- Act as the Company's primary representative at site before the PWD NH Division / MoRTH officials, the Consultant, local administration, police and land-owners.
- Coordinate with utility agencies for shifting or protection of services, and with the Department for obstruction removal, tree cutting and encroachment issues.

SKILLS REQUIRED

- Strong command of MoRTH Specifications, IRC codes and PWD / NH contract practices.
- Sound knowledge of bituminous mix design, pavement composition and quality control testing procedures.
- Proficiency in AutoCAD, MS Excel, MS Project / Primavera and MS Word. • Strong leadership, team-handling and subcontractor-management ability.
- Effective drafting ability for departmental correspondence.
- Fluency in Hindi and English.
