Manager Human Resources (HR)
Organization: Indian International Institute of Democracy and
Election Management (IIIDEM)

Role Overview
The Assistant Manager HR shall be responsible for supporting and managing the end-to-end Human Resource functions of IIIDEM, including recruitment, onboarding, employee lifecycle management, performance management, HR operations, policy implementation, training coordination, employee engagement, statutory compliance, and HR reporting.
The role requires a proactive HR professional capable of working closely with internal stakeholders, consultants, contractual manpower, training divisions, and administrative teams to ensure smooth and efficient HR operations aligned with organizational objectives.
Scope of Work
- Support manpower planning, recruitment, and talent acquisition activities across various functional domains.
- Manage employee onboarding, documentation, contract administration, and employee records.
- Coordinate performance management processes, employee engagement initiatives, and training programs.
- Assist in implementation of HR policies, SOPs, and institutional HR frameworks.
- Ensure compliance with applicable labour laws, contractual obligations, and organizational regulations.
- Maintain HR databases, MIS reports, employee records, and management dashboards.
- Coordinate with recruitment agencies, consultants, vendors, and internal stakeholders for HR-related activities.
- Support management in workforce planning, HR analytics, and organizational development initiatives.
Key Responsibilities
Recruitment & Talent Acquisition
- Coordinate end-to-end recruitment processes including sourcing, screening, interview scheduling, candidate assessment, selection, and onboarding.
- Liaise with recruitment agencies, consultants, and hiring managers for manpower requirements.
- Maintain candidate databases, recruitment trackers, and selection records.
- Support preparation of Job Descriptions (JDs), evaluation criteria, and recruitment documentation.
Employee Lifecycle Management
- Manage employee onboarding, induction, joining formalities, and documentation.
- Maintain employee records,
contracts, personal files, and HR databases.
- Support employee confirmation, contract renewals, transfers, and separation processes.
- Ensure timely updating of HRMS and employee records.
Performance Management & Employee Engagement
- Coordinate performance appraisal processes and performance review cycles.
- Support implementation of Key Result Areas (KRAs), Key Performance Indicators (KPIs), and employee development plans.
- Organize employee engagement, welfare, recognition, and motivation initiatives.
- Assist in grievance handling and employee relations activities.
HR Operations & Compliance
- Ensure compliance with labour laws, employment regulations, and contractual obligations.
- Coordinate attendance, leave management, manpower records, and HR documentation.
- Support audits, inspections, and HR compliance reviews.
- Maintain confidentiality of employee information and institutional records.
Learning & Development
- Coordinate training programs, workshops, seminars, and capacity-building initiatives.
- Assist in identifying training needs and preparing training calendars.
- Maintain training records and learning outcomes reports.
Reporting & Documentation
- Prepare periodic HR MIS reports, manpower reports, recruitment status reports, and management dashboards.
- Generate workforce analytics, attrition reports, training reports, and compliance reports.
- Maintain HR documentation, SOPs, policy records, and process documentation.
Minimum Qualification
Full-Time MBA / PGDM in Human Resource Management, Personnel Management, Organizational Development, Labour Relations, or equivalent discipline from a recognized university/institution.
OR
Any equivalent qualification with relevant skilled experience in Human Resource Management.
Minimum Experience
- Minimum 8+ years of post-qualification experience in Human Resources, Recruitment, Talent Acquisition, HR Operations, Employee Engagement, or related functions.
- Experience in Government, PSU, Educational Institutions, Consulting Organizations, Training Institutions, or large corporate environments shall be preferred.
- Experience in handling contractual manpower, recruitment projects, and HR compliance activities will be an added advantage.
Required Skills & Competencies
- Strong understanding of HR processes, recruitment lifecycle, and employee management.
- Knowledge of labour laws, HR compliance, and statutory requirements.
- Experience in recruitment coordination, vendor management, and stakeholder engagement.
- Proficiency in HRMS, MS Office, Excel, PowerPoint, and HR reporting tools.
- Strong communication, interpersonal, and negotiation skills.
- Excellent drafting, documentation, and report-writing abilities.
- Strong organizational, coordination, and multitasking capabilities.
- Ability to work independently and manage multiple assignments simultaneously.
- High level of integrity, professionalism, and confidentiality.
