Lead Technology Consultant / Product Manager Government Digital Transformation

Role Overview

The candidate will play a key role in driving technology strategy, product management, solution design, stakeholder engagement, program governance, and implementation oversight for complex government transformation projects. The role requires a strong combination of technology expertise, consulting capabilities, and public sector project experience.

Mandatory Qualifications

- Bachelor's degree in Engineering (B.Tech/BE) & Master's degree in Engineering (M.Tech/ME) OR Master's degree in Engineering (M.Tech/ME)
- MBA / PGDM from a recognized institution OR
- Equivalent professional qualification

Experience Requirements

Essential

- 11-14 years of experience in Technology Consulting, Product Management, Digital Transformation, Enterprise Solutions, or IT Advisory.
- Experience working on at least 3-4 large government digital transformation programs.
- Experience working with Central Government ministries, State Governments, regulatory bodies, public sector enterprises, or multilateral-funded programs.
- Proven experience in one or more of:

Key Responsibilities

Strategy & Digital Transformation

- Advise government departments on digital transformation strategies, technology modernization, and service delivery improvements.
- Develop digital roadmaps,



enterprise transformation strategies, and implementation plans.
- Support formulation of policies, frameworks, and technology governance models.
- Assess existing systems and recommend future-state architectures and transformation initiatives.

Product Management & Business Consulting

- Define product vision, roadmap, and implementation strategy for digital platforms.
- Gather and prioritize business requirements from multiple stakeholders.
- Translate functional and policy requirements into technology solutions.
- Define KPIs, adoption metrics, and business outcomes.

Solution Design & Technology Advisory

- Lead solution architecture discussions for enterprise platforms and digital ecosystems.
- Evaluate technology options and recommend fit-for-purpose solutions.
- Guide preparation of DPRs, RFPs, bid documents, technical specifications, and evaluation criteria.
- Review proposed solutions for scalability, security, interoperability, and sustainability.

Program & Project Management

- Manage end-to-end lifecycle of government digital transformation programs.
- Track project timelines, risks, dependencies, budgets, and milestones.
- Coordinate between government departments, implementation partners, system integrators, and internal teams.
- Establish governance structures and reporting mechanisms.

Stakeholder Management

- Engage with Secretaries, Joint Secretaries, Mission Directors, CEOs of government agencies, and senior officials.
- Facilitate workshops, consultations, and decision-making forums.
- Build consensus across technical, business, and policy stakeholders.

Vendor & Implementation Oversight

- Support procurement processes and vendor evaluations.
- Monitor implementation progress and ensure adherence to requirements.
- Review deliverables, conduct quality assurance, and ensure successful project outcomes.
