Job Title: Human Resources Manager (Greenfield Project & Commissioning)

Department: Human Resources

Reports To: Project Director / Medical Director / Director Administration

Location: Ranchi, Jharkhand

Hospital Profile: 200-Bed Super Specialty Teaching Hospital (Greenfield Project to Full Commissioning, targeting NABH Accreditation)

Job Summary

The Human Resources Manager will drive the complete greenfield HR Lifecycle—from Pre-commissioning to Operational steady-state—for a 200-bed Super Specialty Teaching Hospital in Ranchi, Jharkhand. Guided by an Ethos of Social Responsibility, Nation-building, and Affordable Excellence in Patient Care and Medical Education, this role is accountable for building the HR Department from the ground up.

The HR Manager will lead Bulk Recruitment and Leadership Talent Acquisition, Design Institutional HR Architectures (Policies, SOPs, Compensation Bands), Secure Statutory HR/Labor Licenses, implement the HRIS/HIS systems, and embed NABH/NMC-aligned Quality Benchmarks. A crucial facet of this role involves active Regional Liaisoning with Government/Labor Authorities, Academic Bodies, Medical Institutions, and Healthcare Stakeholders across Ranchi and Jharkhand.

Key Responsibilities

1. Greenfield Setup, Architecture & Policy Formulation

- Design and Implement the entire Organizational Hierarchy, Reporting Matrices, Department Organograms, and Job Descriptions across Clinical, Academic, Nursing, Allied Health, and Administrative Functions.
- Draft, Standardize, and Roll Out the comprehensive Employee Service Rules, Code of Conduct, HR Manual, and Standard Operating Procedures (SOPs) aligned from Day 1 with NABH (Human Resource Management chapter) and NMC/INC standards.
- Define Compensation Structures, Salary Bands, Perquisites, and Incentive Models by benchmarking against Established Healthcare Players and Teaching Institutions in the Jharkhand and Eastern India region.

2. End-to-End Talent Acquisition & Mass Staffing

- Formulate and Execute a phased Manpower Ramp-up plan synchronized with Civil Construction, Medical Equipment Installation, and Department Commissioning Milestones.
- Lead Executive Search and Recruitment of Medical Superintendents,



Heads of Departments (HODs), Super Specialty Consultants, Resident Doctors, and Senior Nursing Leadership.
- Conduct Mass-hiring Drives for specialized Nursing Staff (ICU, OT, Dialysis, Emergency), Paramedical Technicians, Patient Care Coordinators, Front Office, and Administrative Personnel.

3. Statutory, Regulatory & Labor Approvals (Pre- & Post-Commissioning)

- Drive all legal registrations and compliance under Jharkhand State Labor Laws, Central Acts, and healthcare operational mandates, including:
- Jharkhand Shops and Establishments Act / Factory Act (as applicable)
- EPF, ESIC, Skilled Tax, and Labor Welfare Fund enrolments
- Contract Labour (Regulation and Abolition) Act licenses for outsourced services (security, housekeeping, dietary, laundry)
- Gratuity registration and group insurance setups
- Compliance under POSH Act (setting up Internal Complaints Committee from inception)

- Ensure meticulous adherence to the Clinical Establishments Act and Bio-Medical Waste Management Rules from an HR/staff-training compliance lens.
- Facilitate and coordinate documentation required for regulatory inspections by the National Medical Commission (NMC), State Nursing Council, and Fire Department

4. Local Stakeholder Coordination, Networking & Institutional Liaison

- Act as the Nodal HR Representative for External Liaisoning with the Labor Commissioner’s office, Employment Exchange, District Administration, and Municipal Corporation in Ranchi.
- Engage with Ranchi’s Healthcare Ecosystem, Medical Associations (IMA Ranchi branch), and Healthcare Provider Forums to foster Industry Relations, Benchmark Compensation, and Navigate Local Labor Dynamics.

5. Credentialing, Privileging & Clinical Quality Frameworks





- Establish and operationalize the hospital’s Credentialing and Privileging Committee guidelines for doctors and allied clinicians.
- Execute rigorous Primary Source Verification (PSV) for educational credentials, state medical council registrations, and clinical experience records prior to offer issuance.

6. Systems Implementation & HR Digitalization (HRIS / HIS)

- Partner with IT to evaluate, select, customize, and deploy an enterprise-grade HR Information System (HRIS) and Time-Office/Biometric Attendance system integrated with the Hospital Information System (HIS).
- Digitize personnel filing, digital onboarding, credential vaults, roster scheduling, and leave/payroll engines prior to commercial operations date (COD).

7. Induction, Culture Building & Mandatory Pre-Launch Training

- Formulate a pre-launch induction curriculum to instil institutional values of ethical practice, patient-first care, social commitment, and national service.
- Establish competency matrices and initial audit files required for inaugural NABH and accreditation assessments.

Qualifications & Experience

- Education:
- Master’s degree in HR Management (MBA-HR) / Master’s in Social Work (MSW) / Post Graduate Diploma in Personnel Management & Industrial Relations (PMIR) from an accredited institution.

- Experience:
- 12–16 years of hands-on HR experience in healthcare, with at least 5–7 years in a Managerial/Head-of-HR capacity.

- Essential: Direct experience in at least one greenfield hospital launch or substantial brownfield expansion (150+ beds), Overseeing Mass Hiring, Licensing, and Commissioning Phases.
- Preferred Age Band: 32–46 years.

- Organizational & Cultural Fit: Demonstrated commitment to social service, community upliftment, and an established track record of alignment with nationalist and welfare-oriented organizations.

- Regulatory & Domain Mastery: Hands-on experience in drafting SOPs and closing documentation for the NABH HRM Chapter and NMC/INC inspections.

- Skills: Strong operational grit, high negotiation capability, and stakeholder management skills.
- Fluent communication in Hindi and English (knowledge of regional dialects of Jharkhand is an added advantage).
