Job Description – Assistant Manager – Subcontracting (EPC)
Department: Procurement / Commercial
Designation: Assistant Manager – Subcontracting
Industry: EPC (Engineering, Procurement & Construction)
Location: As per project requirement
Reporting To: Manager / Senior Manager – Subcontracting / Procurement
Job Purpose
To manage the complete subcontracting cycle for EPC projects, including subcontractor identification, RFQ, techno-commercial evaluation, negotiation, work order/contract finalization, execution monitoring, billing, and contract closure, ensuring timely project delivery, cost control, quality, and contractual compliance.
Key Responsibilities
1. Subcontractor Development & Prequalification
- Identify and develop competent subcontractors for civil, mechanical, electrical, instrumentation, erection, commissioning and other EPC activities.
- Conduct subcontractor prequalification and capability assessment.
- Evaluate manpower, equipment, financial capability, technical expertise and past project experience.
- Maintain and update the approved subcontractor/vendor database.
2. Tendering & Commercial Evaluation
- Prepare and issue RFQs/ITTs based on project scope, BOQ and specifications.
- Obtain and analyze technical and commercial offers from subcontractors.
- Prepare comparative statements and support techno-commercial evaluation.
- Identify cost-saving opportunities and benchmark subcontractor rates.
3. Negotiation & Contract Finalization
- Negotiate rates, terms, payment conditions, timelines, retention, advances, LDs, taxes and other contractual conditions.
- Prepare subcontract agreements, work orders and LOIs in coordination with Commercial/Legal teams.
- Ensure scope, exclusions, deliverables and contractual obligations are clearly defined.
- Ensure proper documentation and approval as per company procurement policies.
4. Subcontractor Management
- Monitor subcontractor performance against project schedule, cost, quality and safety requirements.
- Coordinate with Project, Planning, Engineering, QA/QC, Finance and Site teams.
- Resolve commercial and contractual issues during project execution.
- Monitor manpower and resource deployment by subcontractors.
5. Billing & Payment Management
- Verify subcontractor RA bills, measurements, work completion certificates and supporting documents.
- Coordinate with site teams for measurement certification and bill processing.
- Monitor advances, recoveries, retention, deductions and outstanding payments.
- Ensure payments are processed as per agreed contractual terms.
6. Contract & Cost Control
- Track subcontract value against approved budgets and committed costs.
- Monitor variations, extra items, deviations and claims.
- Evaluate subcontractor claims and prepare recommendations for approval.
- Maintain proper records of amendments, rate revisions and contractual correspondence.
7. Project & Compliance Coordination
- Ensure subcontractors comply with project specifications, statutory requirements, labour laws, safety standards and company policies.
- Support project teams in resolving subcontractor-related delays and disputes.
- Participate in subcontractor review meetings and project progress meetings.
- Assist in contract closure, reconciliation and release of retention/security deposits.

Qualification
- Bachelor’s Degree/Diploma in Civil, Mechanical, Electrical, Construction Management, or related engineering discipline.
- MBA/PG Diploma in Procurement, Supply Chain or Contracts will be an added advantage.
Experience
- 5–8 years of relevant experience in EPC / Infrastructure / Construction / Industrial Projects.
- Experience in subcontracting, procurement, contracts and commercial management is preferred.
- Solid exposure to subcontractor rate negotiation, work orders, BOQ, billing and variation management.
