We are looking for a Proposal Engineer with 2+ years of experience in the Oil & Gas / EPC industry to support tendering, proposal preparation, cost estimation, and bid evaluation activities. The ideal candidate should have good technical understanding of engineering projects, commercial awareness, and the ability to prepare accurate and competitive proposals within defined timelines.

Requirements

Key Responsibilities

- Review and analyze RFQs, ITTs, RFPs, tender documents, specifications, drawings, BOQs, and scope of work.
- Coordinate with Engineering, Procurement, Projects, and other internal teams to understand project requirements.
- Prepare technical and commercial proposals in line with client requirements and tender conditions.
- Prepare cost estimates, quantity take-offs, rate analysis, and pricing for engineering and project activities.
- Obtain and evaluate quotations from vendors/subcontractors and incorporate relevant costs into proposals.
- Prepare Bid Comparison Statements and support bid evaluation based on technical and commercial requirements.
- Identify project scope, exclusions, assumptions, deviations, and commercial risks during the tendering stage.
- Support preparation of man-hours, resource requirements, project schedules, and execution estimates.
- Analyze tender requirements and ensure all mandatory documents and deliverables are included in the submission.
- Coordinate with technical teams for clarification of engineering requirements and scope-related queries.
- Prepare tender queries, clarification requests, and deviation statements for client submission.
- Maintain and update proposal databases, costing sheets, vendor quotations, and historical project cost information.




- Participate in pre-bid meetings, technical discussions, and commercial negotiations as required.
- Ensure proposals are submitted accurately and within the specified tender deadlines.
- Maintain proper documentation and records of submitted bids and proposal-related activities.

Educational Qualification

- Bachelor's Degree in Engineering (Mechanical / Chemical / Civil / Electrical / relevant discipline).
- Candidates with experience in Oil & Gas, EPC, Engineering Consultancy, or Project Services will be preferred.

Experience

- 2+ years of relevant experience in Proposal Engineering, Tendering, Estimation, Bidding, or Pre-Sales within the Oil & Gas / EPC industry.
- Experience handling technical and commercial tenders will be an added advantage.

- Good understanding of project costing and estimation methodologies.
- Ability to work under tight deadlines and manage multiple tenders simultaneously.

- Detail-oriented with a focus on accuracy and timely submission of proposals.
