Position Overview

We are seeking a detail-oriented and technically proficient Billing Engineer to join our team.

The ideal candidate will be responsible for preparing client bills, subcontractor billing,

quantity measurements, deviation order preparation, and quantity estimation for government construction projects. The role requires frequent site visits, strong knowledge of construction drawings, and proficiency in quantity take-offs and rate analysis.

Key Responsibilities

- Prepare Running Account Receipts (RARs) and other client bills for submission to

the department in accordance with contract conditions.
- Carry out subcontractor billing by visiting project sites, taking physical

measurements, and verifying executed quantities.
- Maintain accurate measurement records and ensure all billed quantities are supported

by site measurements and documentation.
- Prepare and process Deviation Orders, including:
- Quantity variation statements.
- Rate analysis based on MES Schedule of Rates (MES SSR).
- Market Rate Analysis (MRA) for non-schedule items.
- Coordinate with Site Engineers, Project Managers, and Planning teams to obtain

measurement sheets, work progress details, and supporting documents.
- Review contract documents, BOQs, drawings, specifications, and amendments to

ensure accurate billing.




- Prepare reconciliation statements for quantities billed versus quantities executed.
- Assist in preparing quantity estimates, BOQs, and cost estimates for new tenders as

and when required.
- Verify quantities from drawings and site conditions for tendering and project

execution purposes.
- Maintain proper documentation of billing records, correspondence, and measurement

books.
- Liaise with client representatives and consultants for billing clarifications whenever

required.

Required Qualifications

- Bachelor's Degree/Diploma in Civil Engineering.
- 6+ years of experience in billing and quantity surveying for civil construction

projects.
- Experience in government projects (MES, CPWD, DGMAP, PWD, Railways, etc.)

Required Skills

- Strong knowledge of quantity surveying and measurement techniques.• Good understanding of construction drawings and specifications.
- Working knowledge of MES Schedule of Rates (MES SSR) and preparation of

Market Rate Analysis.
- Experience in preparing RAR bills and subcontractor bills.
- Proficiency in Microsoft Excel and AutoCAD.
- Familiarity with BOQ preparation, quantity estimation, and rate analysis.
- Solid analytical, documentation, and communication skills.
- Willingness to travel regularly to project sites for physical measurements.
