Role & responsibilities To manage project billing, budgeting, cost control, and commercial activities while ensuring accurate measurement, timely certification, budget adherence, and effective monitoring of project costs.

Preferred candidate profile

1. Project Billing & Certification

- Review and verify contractor/vendor bills, RA bills, and final bills as per contractual terms.
- Ensure accurate measurement and reconciliation of work executed at site.
- Coordinate with Project, QS, Contracts, Procurement, and Finance teams for timely bill processing.
- Monitor billing status and resolve discrepancies or billing-related issues.
- Ensure compliance with approved BOQ, work orders, contracts, and project specifications.

2. Budgeting & Cost Control

- Prepare project budgets based on approved BOQs, estimates, contracts, and project plans.
- Track actual expenditure against approved budgets and identify cost variances.
- Prepare periodic budget vs. actual reports with variance analysis.
- Monitor project costs and highlight potential cost overruns to management.
- Support forecasting of project expenditure and cash flow requirements.

3. Quantity & Cost Management

- Review quantities, rates, BOQ items, deviations, and variations.
- Validate extra items, substituted items, and rate revisions in coordination with Contracts and Project teams.
- Maintain cost records and ensure proper reconciliation of quantities and values.
- Identify opportunities for cost optimization without compromising quality or project timelines.

4. MIS & Management Reporting

- Prepare monthly commercial/billing MIS and project cost reports.
- Provide dashboards covering billing, budget utilization, committed cost, actual cost, and projected cost.
- Highlight key commercial risks, deviations, and pending approvals to management.
- Maintain accurate records and documentation for audit and management review.

5. Cross-Functional Coordination

- Coordinate with Project, Planning, Contracts, Procurement, Finance, and Accounts teams.




- Work closely with site teams for measurement verification and billing certification.
- Support management in commercial decision-making through accurate cost and billing data.

6. Process & Compliance

- Ensure billing and budgeting activities are carried out as per company policies and approved processes.
- Maintain proper documentation of bills, measurements, approvals, and reconciliations.
- Support internal and external audits related to project billing and commercial activities.
- Ensure timely closure of pending commercial issues.

Educational Qualification

- B.E./B.Tech in Civil Engineering / B.Com / MBA / relevant qualification.

Experience

- Experience in large-scale residential/commercial real estate projects will be preferred.
- 7-12 years of relevant experience in billing, budgeting, quantity surveying, commercial, or cost control within real estate/construction.
