Role Description The Application Service Delivery Manager (Insurance Domain - Malaysia) is a full time remote India role, responsible for overseeing end-to-end delivery and support of insurance domain applications.
The Application Service Delivery Manager will drive execution governance, engineering quality, and team productivity across General Insurance platforms. This role requires an experienced leader capable of orchestrating a delivery organization of 50–100 developers across at least 4 parallel delivery teams,
enforcing strict architectural compliance, and leading complex monolith-to-microservices migrations without compromising business logic integrity.
Detailed Key Responsibilities
1. Architecture Governance & Design Conformance
- Design Baseline Adherence: Enforce rigorous technical governance across all delivery tracks to guarantee that application code is implemented strictly in accordance with approved Solution
Designs, Architecture Blueprints, and API contracts.
- Audit & Sign-Off: Institute architecture review gates prior to sprint releases; prevent scope creep,
design drift,
and unauthorized code deviations from established technical baselines.
2. Delivery Productivity, Metrics & Tracking
- Velocity & Throughput Monitoring: Define, track, and optimize granular developer productivity metrics, including sprint velocity, burn-down trends, and individual/team throughput (e.g., Story
Points delivered per developer per day).
- Bottleneck Analysis: Proactively identify systemic delivery roadblocks, code delivery bottlenecks,
and dependency conflicts across squads to maintain a high, predictable delivery cadence.
3. Quality Assurance, Code Hygiene & Testing Standards
- Test Automation & Execution Gates: Establish and enforce mandatory testing thresholds for release readiness, including strict Code Coverage targets (Unit Tests via SonarQube/JaCoCo)
and target System Integration Testing (SIT) passing rates.
- Clean Code Framework: Drive adherence to clean coding principles (SOLID, DRY), automated static code analysis, vulnerability scanning, and peer review standards to minimize technical debt and production defect leakage.
4. Monolith-to-Microservices Migration Leadership
- Logic Preservation: Spearhead the decomposition of legacy monolithic applications into modular,
scalable Java/Spring Boot microservices, ensuring 100% preservation of complex legacy business rules, rating calculations, and underwriting/claims logic.SoftwareOne Resource Requirement
- Refactoring Strategy: Implement incremental modernization patterns (e.g., Strangler Fig, event-
driven integrations) to minimize operational disruption during migration.
5. Multi-Team Orchestration & People Management
- Multi-Squad Leadership: Directly oversee and steer at least 4 distinct engineering squads/teams totaling an overall delivery strength of 50 to 100 developers (internal engineers and vendor partners).
- Resource Optimization: Allocate capacity dynamically across features, bug remediation, and technical debt reduction based on sprint burn rates and business priorities.
Candidate Requirements
Mandatory Experience & Domain Knowledge:
- General Insurance (GI) Expertise: Deep domain knowledge exclusively within the General
Insurance sector (e.g., Motor, Property, Casualty, Marine, Commercial lines, Policy Administration,
Claims Processing, and Broker/Agent portals).
- Overall Experience: 10 to 15 years in software engineering and application delivery management.
- Scale of Leadership: Proven track record of managing a delivery organization of 50 to 100
developers, with demonstrated experience managing a minimum of 4 distinct teams/squads concurrently.
- Core Technology Stack: Extensive technical background in backend engineering focused on Java
/ Spring Boot and microservices ecosystems.
- Architectural Modernization: Hands-on leadership experience in decoupling legacy monolithic applications into microservices, with demonstrable success in capturing and preserving functional and business logic during code migration.
Governance & Metric Capabilities:
- Metric-Driven Management: Demonstrated ability to manage teams using quantitative delivery metrics (velocity, cycle time, story points per developer per day).
- Quality Enforcement: Strong track record in establishing CI/CD quality gates, code coverage mandates, SIT sign-off criteria, and clean code governance.
- Stakeholder Translation: Ability to translate deep technical metrics, modernization risks, and engineering health into clear, non-technical business language for executive leadership.
