Purpose/Objective

End to end responsible for: • civil and finishes commercial controls by validating measurements, RA bills and variation substantiation through PMC certification workflows.

- tracking cost-to-complete, BOQ consumption and change impacts to protect budgets and claims posture.
- ensuring payment recommendations comply with contract terms, deductions and documentation, supporting clean closeout and audits.

Key Responsibilities of Role

1. Define measurement rules, billing calendar and registers for civil/finishes packages; align with contract terms. 2.

Review RA bills and supporting measurements/documents; coordinate PMC certification and resolve gaps quickly.

3.

Reconcile quantities and progress evidence; manage measurement disputes with factual records and closures.

4.

Track BOQ consumption, commitments and cost-to-complete; flag variances and overrun risks early.

5.

Track variations/extra items; enforce approval-before-payment discipline with substantiation and rate controls.

6.

Apply contractual controls (retention, advances recovery, LDs, deductions) and maintain registers and audit trails.

7.





Support change impact quantification and claims prevention with documentation, correspondence and escalation notes.

8.

Drive reconciliation, final account readiness and closeout documentation handover for audits and governance forums.
