To lead and manage the complete tendering and bidding process for EPC projects, ensuring timely, technically compliant, commercially competitive, and financially viable bid submissions. The role involves tender strategy, bid preparation, cost estimation, risk evaluation, coordination with technical/commercial teams, and supporting management in securing profitable projects.

Key Responsibilities

1. Tender Identification & Evaluation

- Identify and evaluate relevant EPC tenders from government, PSU, private and international clients.
- Study tender documents, NIT, RFP, BOQ, specifications, drawings, GCC/SCC and contractual conditions.
- Conduct preliminary Go/No-Go analysis based on technical, commercial, financial and execution parameters.
- Assess client requirements, eligibility criteria, competition and project risks.

2. Tender Strategy & Bid Management

- Develop appropriate bidding strategy for major EPC opportunities.
- Lead the complete tender process from EOI/RFQ/RFP receipt to final bid submission.
- Prepare tender schedules, responsibility matrices and submission timelines.
- Ensure timely completion of technical and commercial bid documents.
- Coordinate with internal stakeholders to ensure compliance with tender requirements.

3. Cost Estimation & Pricing

- Review and validate project cost estimates, BOQ and quantity calculations.
- Coordinate with Engineering, Procurement, Projects, Finance and Commercial teams for cost inputs.
- Analyse material, manpower, equipment, subcontracting, logistics and other project costs.
- Develop competitive pricing while maintaining targeted margins.
- Review rate analysis, contingencies, escalation provisions and taxes/duties.

4. Technical Coordination

- Coordinate with Engineering/Design teams for technical compliance.
- Review technical specifications, drawings, design requirements and deviations.
- Identify technical exclusions, assumptions and alternative solutions.
- Ensure all technical deviations are properly documented and approved.

Commercial & Contractual Review

- Review commercial terms, payment conditions, LD, performance guarantees, retention, warranties and price escalation clauses.
- Analyse contractual risks and identify unfavorable conditions.
- Coordinate with Legal/Contracts and Finance teams for commercial risk assessment.
- Prepare commercial qualifications, deviations and clarifications.

6. Procurement & Vendor Coordination

- Coordinate with Procurement for budgetary quotations and vendor offers.
- Develop and maintain a reliable vendor/subcontractor database.
- Negotiate with key suppliers/subcontractors to obtain competitive rates.
- Validate major equipment and material pricing before final bid submission.

7. Risk Management

- Identify technical, commercial, contractual, financial and execution risks during tender evaluation.
- Prepare tender risk registers and mitigation plans.
- Evaluate project cash-flow requirements and working-capital implications.
- Highlight critical risks to senior management before bid submission.

8. Bid Submission & Post-Bid Activities

- Ensure timely submission of EMD/BG, technical documents and commercial bids.
- Coordinate responses to client queries and clarifications.
- Manage post-bid negotiations and price revisions.
- Participate in client meetings, pre-bid meetings and commercial negotiations.
- Support management during final price negotiation and order finalization.

9. Team Management

- Lead and mentor the Tendering & Bidding team.
- Allocate tenders and responsibilities among team members.
- Review the performance and quality of tender submissions.
- Develop SOPs, checklists and standard templates for tendering activities.
- Build a robust database of historical project costs, rates and benchmarks
