Mission and objectives:

The United Nations Office on Drugs and Crime (UNODC; French: Office des Nations unies contre la drogue et le crime) is a United Nations office that was established in 1997 as the Office for Drug Control and Crime Prevention by combining the United Nations International Drug Control Program (UNDCP) and the Crime Prevention and Criminal Justice Division in the United Nations Office at Vienna, adopting the current name in 2002.

Context:

This selected candidate will work under the overall guidance of the Regional Representative, UNODC, Regional Office for South Asia and under the direct supervision of the UNODC Synthetic Drug Strategy Regional Coordinator for South Asia, located in New Delhi, Regional Office for South Asia (UNODC/ROSA) and in coordination with the Laboratory and Scientific Service (LSS), Drugs, Laboratory and Scientific Services Branch (DLSSB), Division for Policy Analysis and Public Affairs (DPA), based in headquarters in Vienna. Recognizing the rapidly evolving global synthetic drug landscape, UNODC launched the Synthetic Drug Strategy (SDS) to support Member States in developing comprehensive responses. Anchored in forensic science, the Strategy integrates four interconnected spheres of action: multilateralism and international cooperation, early warning, health responses, and counternarcotics interventions. The purpose of this assignment is to support the Regional Coordinator with implementation of the Synthetic Drug Strategy across South Asia through programme assistance, stakeholder engagement, strategic communications, background research and writing, coordination with national and regional counterparts, and the organization of technical activities and events.

Task description:

Under the direct supervision of the Synthetic Drug Strategy Regional Coordinator for South Asia, the National UN Volunteer Specialist will:

- Prepare speaking notes, talking points and briefing materials ahead of meetings, missions and public engagements;
- Conduct background research and analysis on synthetic drug trends, policy developments, and national and regional counterparts across South Asia;




- Support the drafting of presentations, reports, correspondence and other documents as required;
- Assist in the preparation of strategic communications and visibility materials;
- Provide administrative and logistical support for meetings, missions, workshops and events, including correspondence, scheduling and travel arrangements;
- Support coordination and liaison with government counterparts and regional partners;
- Assist with the collection, organization and tracking of programme data, records and documentation;
- Perform other duties as may be required by the Regional Coordinator.

Requirements:

- A minimum of three (3) years of progressively responsible experience in drug control, crime prevention, criminal justice, international relations, or programme/project support is required. Some prior knowledge of, or exposure to, drug control systems, threats, and responses is required.
- Experience engaging with government counterparts, particularly national ministries and drug control/law enforcement agencies, is required.
- Excellent research, analytical, and drafting skills are required, including the ability to prepare clear, concise speaking notes and briefing materials.
- Solid computer literacy, including MS Office applications, is required.
- Experience in strategic communications and content creation is desirable.
- Prior UN experience is desirable but not required.

Other information: The assignment will be based in New Delhi. New Delhi is the capital city of India, experiences a diverse climate and has distinct living conditions influenced by its weather, infrastructure, and culture. A melting pot of cultures, languages, and cuisines, reflecting the diverse nature of India. Overall, living in Delhi offers a mix of modern urban life with deep-rooted traditions and challenges typical of a large, bustling metropolis.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in New Delhi. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to the UN Volunteer is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.

For information specific to your assignment, please see below:

- Monthly Voluntary Living Allowance: INR 70,158.41
- Entry lump sum (one-time payment): USD 350 (equivalent in INR)
- Relocation costs: $175 at the beginning and end of the assignment if duty station is outside of commuting distance (as determined by UNV)
- Exit allowance (paid on successful completion of the assignment): USD 120 for each month served, paid on completion of contract
- Insurance: Comprehensive coverage for health, life and malicious acts for the UN Volunteer and health insurance coverage for up to 3 eligible dependents
- Annual leave: 2.5 days per month
