Position: TDD & Regulatory Compliances

Role Summary

This role is responsible for driving regulatory feasibility, approval strategies, and statutory compliance for real estate development projects across the Mumbai Metropolitan Region (MMR). The incumbent will serve as a critical support function to the business, ensuring optimal utilization of development potential under DCPR 2034, UDCPR, and special planning regulations (including SRA, MHADA,ITP schemes, TP schemes, Hill Station Development policy).

Key Responsibilities

1. Development Regulations & Feasibility Analysis

- Interpret and apply DCPR/UDCPR provisions to assess development potential, permissible FSI, fungible/incentive FSI, and rehabilitation vs. sale components.
- Prepare and validate critical feasibility metrics, including FSI statements, carpet area calculations, BUA assessments, and construction area analyses.
- Provide regulatory inputs for investment evaluations and acquisition due diligence.

1. Approvals Strategy & Liaisoning

- Develop comprehensive approval roadmaps and regulatory strategies to ensure timeline adherence across multiple development schemes.
- Drive submission, follow-up, and receipt of all statutory permissions, NOCs, and clearances through direct coordination with consultants/ joint venture partners.
- Proactively identify and resolve regulatory bottlenecks; maintain and update the central approval tracker.

1. Costing & Commercial Evaluation





- Estimate approval-related costs for business planning, including TDR procurement, premium FSI, fungible premiums, infrastructure charges, and statutory levies (MHADA/SRA).
- Evaluate financial implications of PAP tenement procurement and OSD obligations.
- Support BD and Finance teams in modeling project viability under alternate regulatory scenarios.

1. Design & Technical Coordination

- Carry out Complete Technical Due Diligence pertaining to applicable byelaws, height restrictions, and all regulatory constraints.
- Collaborate with architects and planners to optimize layouts while ensuring strict compliance with building codes, fire safety norms, and scheme-specific requirements.
- Guide design teams on maximizing permissible development potential within regulatory boundaries.

1. Stakeholder Management

- Spearhead coordination among internal teams, legal advisors, PMCs, government authorities, landowners, and society/rehabilitation stakeholders.
- Facilitate resolution of complex approval issues and ensure alignment between commercial objectives and regulatory mandates.

1. Compliance & Project Monitoring

- Monitor statutory compliance throughout the project lifecycle, from commencement to occupation and completion.
- Maintain risk registers, compliance dashboards, and approval trackers; ensure timely renewals and amendments.
