Manager Collaborations & Partnership
Role Overview
The Manager – Collaborations & Partnership shall be responsible for establishing, managing, and strengthening IIIDEM's national and international collaborations with Election Management Bodies (EMBs), Government organizations, constitutional institutions, academic institutions, international organizations, multilateral agencies, diplomatic missions, think tanks, universities, and other strategic partners.
The incumbent will play a key role in positioning IIIDEM as a global Centre of Excellence by facilitating knowledge exchange, institutional partnerships, international capacity-building programmes, research collaborations, faculty exchange, technical cooperation, and global best practices in election management and democratic governance.
The role requires close coordination with the Election Commission of India (ECI), Ministry of External Affairs (MEA), international organizations, foreign embassies, development partners, and domestic institutions to expand IIIDEM's national and international footprint.
Scope of Work
- Develop and strengthen national and international institutional collaborations.
- Coordinate with foreign Election Management Bodies (EMBs), international organizations, embassies, diplomatic missions, universities, and training institutions.
- Facilitate MoUs, partnership agreements, academic collaborations, and institutional exchanges.
- Coordinate international training programmes, study visits, faculty exchange programmes, and knowledge-sharing initiatives.
- Build partnerships with national institutions, universities, research organizations, and government agencies.
- Promote IIIDEM as a global centre for election management and democratic capacity building.
- Prepare concept notes, collaboration proposals, partnership frameworks, and strategic engagement plans.
Key Responsibilities
Institutional Collaboration
- Identify opportunities for strategic collaborations with national and international organizations.
- Develop long-term institutional partnerships aligned with IIIDEM's objectives.
- Coordinate execution and monitoring of Memoranda of Understanding (MoUs), Letters of Intent (LoIs), and partnership agreements.
- Facilitate collaborative research, training, academic programmes, and technical cooperation.
International Relations
- Coordinate with foreign governments,
Election Management Bodies (EMBs), diplomatic missions, Commonwealth countries, IFES, UN agencies, IDEA, A-WEB, and other international organizations.
- Facilitate participation of international delegates, faculty members, election officials, and experts in IIIDEM programmes.
- Coordinate international study visits, exposure visits, exchange programmes, and institutional delegations.
- Liaise with the Ministry of External Affairs, Election Commission of India, and other government agencies regarding international engagements.
Knowledge Partnerships
- Develop collaborative programmes for research, publications, training modules, and capacity building.
- Facilitate exchange of best practices, case studies, and technical expertise.
- Coordinate national and international knowledge-sharing initiatives.
Stakeholder Engagement
- Build strong working relationships with Ministries, Constitutional Bodies, Academic Institutions, Universities, Think Tanks, Development Partners, NGOs, and International Agencies.
- Represent IIIDEM in collaboration meetings, conferences, and institutional engagements.
Programme Development
- Conceptualize collaborative programmes, international workshops, fellowships, and joint initiatives.
- Coordinate planning and implementation of collaborative projects.
Documentation & Reporting
- Prepare collaboration proposals, briefing notes, concept papers, MoUs, and progress reports.
- Maintain collaboration database and institutional partnership records.
- Prepare periodic reports for senior management.
Minimum Qualification
Master's Degree in International Relations, Public Administration, Political Science, Public Policy, Business Administration, Management, Law, International Business, Development Studies, or a related discipline from a recognized university
.
OR
Bachelor's Degree with substantial relevant professional experience in international cooperation, institutional partnerships, collaboration management, or programme coordination.
Minimum Experience
- Minimum 8 years of professional experience in international relations, institutional collaborations, government liaison, partnership development, programme management, or stakeholder engagement.
- Experience in Government Organizations, Constitutional Bodies, International Organizations, Universities, Think Tanks, Development Sector, or Multilateral Agencies will be preferred.
- Experience in handling international collaborations, MoUs, diplomatic engagements, and institutional partnerships is highly desirable.
Required Skills & Competencies

- Experience in drafting MoUs, collaboration proposals, and partnership agreements.
- Strong communication, negotiation, and presentation skills.
- Excellent report writing and documentation abilities.

Preferred Candidate Profile
The ideal candidate should possess extensive experience in institutional partnerships, international cooperation, diplomatic engagement, stakeholder management, and programme development. Experience of working with international organizations, Election Management Bodies, Government agencies, academic institutions, or development organizations will be highly preferred.
