Position: Manager QS & Planning

Job Summary

The Manager QS & Planning will be responsible for quantity surveying, project planning, scheduling, cost control, billing, budgeting, contract administration, and project progress monitoring for an Integrated Township EPC Project. The role requires effective coordination with clients, consultants, subcontractors, procurement, and execution teams to ensure timely completion of the project within the approved budget while maintaining quality and contractual compliance.

Key Responsibilities

1. Quantity Surveying & Estimation

- Prepare and verify detailed quantity take-offs based on approved drawings and specifications.
- Monitor quantities executed and reconcile them with BOQ quantities.
- Evaluate quantity variations and prepare variation statements.
- Coordinate with the design team regarding quantity revisions and scope changes.
- Prepare material reconciliation reports and monitor wastage.

2. Planning & Scheduling

- Prepare the Master Project Schedule using Primavera P6/MS Project.
- Develop baseline schedules, detailed construction schedules, look-ahead plans, and recovery plans.
- Monitor project progress against approved baselines.
- Identify delays, critical path activities, and recommend corrective actions.
- Prepare weekly, fortnightly, and monthly progress reports for management and clients.

3. Cost Control & Budget Monitoring

- Prepare project budgets and monitor cost performance.
- Track project costs against budget and highlight variances.
- Prepare cash flow projections and resource deployment plans.
- Monitor productivity of manpower, machinery, and subcontractors.
- Recommend cost-saving initiatives without compromising quality.

4. Client Billing & Subcontractor Billing

- Prepare and submit Running Account (RA) Bills to the client.
- Verify subcontractor measurements and certify bills.




- Coordinate with consultants for certification of bills.
- Track payment status and resolve billing-related issues.
- Ensure timely preparation and submission of final bills.

5. Contract Administration

- Review contract documents, BOQs, specifications, and technical drawings.
- Manage contract variations, claims, and extensions of time (EOT).
- Maintain records of correspondence, contractual notices, and change orders.
- Support commercial negotiations with clients and subcontractors.
- Ensure compliance with contractual obligations.

6. Project Monitoring & Reporting

- Prepare Daily, Weekly, and Monthly Progress Reports.
- Conduct project review meetings with execution teams.
- Monitor project milestones and deliverables.
- Prepare dashboards and MIS reports for senior management.
- Present project progress during Monthly Review Meetings (MRM).

7. Coordination

- Coordinate with Civil, MEP, Procurement, QA/QC, Safety, and Stores teams.
- Liaise with clients, consultants, architects, and statutory authorities.
- Coordinate procurement schedules based on project requirements.
- Ensure timely availability of drawings and materials.

8. Risk Management

- Identify project risks affecting cost and schedule.
- Prepare mitigation plans for delays and cost overruns.
- Monitor project KPIs and recommend process improvements.

9. Documentation

- Maintain planning records, progress reports, billing records, quantity records, and contractual documentation.
- Ensure proper documentation for audits and client inspections.
- Maintain project planning and commercial databases.

Educational Qualification

- B.E./B.Tech in Civil Engineering.
- M.Tech/MBA (Construction Management) will be an added advantage.

Experience





- 12–18 years of experience in Quantity Surveying, Planning, Billing, and Cost Control.
- Minimum 5 years in a Managerial role.
- Experience in Integrated Township, High-Rise Residential, Commercial Buildings, Mixed-Use Developments, Infrastructure, or EPC Projects is mandatory.
