Position title
Procurement & Proposal Lead
Description
We're looking for someone to own the entire public sector procurement lifecycle — from scouting opportunities to submitting winning proposals — for two of our core offerings. This is a hybrid capture management + proposal management role: you'll spot the right RFPs before they're even posted, qualify them against our fit, run outreach to convert leads into opportunities, and then own the full proposal from kick-off to submission. When we lose, you'll own getting the debrief and turning it into a sharper pitch next time.
You'll work closely with sales, product, and leadership, and you'll be the single point of accountability for how we show up in the government and public university/agency procurement process.
Responsibilities
- Opportunity Scouting & Signal Generation
- Monitor US state, and local government RFPs, RFIs, RFQs, sources-sought notices, and public university/agency procurement portals (SAM.gov, state eProcurement sites, university purchasing pages, industry days, pre-bid meetings, etc.)
- Track agency budgets, planning meetings, advisory boards, and public forums for early signals of upcoming needs relevant to our two offerings
- Build and maintain a pipeline of qualified opportunities with fit-scoring criteria (mission alignment, contract vehicle, budget, competition, timeline)
- Lead Generation & Qualification
- Convert scouted signals into actionable leads by reaching out to procurement officers, program managers, and other stakeholders
- Qualify leads against go/no-go criteria and bring forward a shortlist of opportunities worth pursuing
- Prepare initial outreach materials (capability statements, intro decks, qualification questions) to test fit before a formal bid decision
- End-to-End Proposal Ownership
- Own the full proposal lifecycle once an opportunity is pursued: kickoff, compliance matrix, win themes, content development, pricing coordination, reviews, and final submission
- Coordinate inputs from subject matter experts, sales, legal, and finance to meet compliance and deadline requirements
- Ensure every submission meets RFP formatting, compliance, and eligibility requirements (a critical risk area in government procurement)
- Analyze competitor proposals and evaluation scoring to identify specific gaps (pricing, technical approach, past performance, etc.)
- Translate findings into concrete changes for the next proposal cycle — updated templates, messaging, pricing strategy, or capability gaps to close
- Tracking & Post-Award Management
- Track submission status, award timelines, and outcomes across all active proposals
- Maintain a clean, current pipeline/status report for leadership visibility
Qualifications
- 3+ years of experience in government/public sector business development, capture management, or proposal management (federal, state, or higher-ed procurement experience strongly preferred)
- Demonstrated experience managing full-cycle proposals, including compliance matrices and formal submissions through portals like SAM.gov or state eProcurement systems
- Robust writing and editing skills; comfortable owning proposal narrative, not just coordinating it
- Experience requesting and interpreting agency debriefs and competitive feedback
- Highly organized self-starter who can manage multiple concurrent opportunities and deadlines
- Comfortable working cross-functionally with sales, product, legal, and other stakeholders.
Nice to Have
- Existing relationships or familiarity with procurement processes at state universities or government agencies
- Experience with GSA Schedules, cooperative purchasing vehicles, or similar
- APMP certification (Foundation or Practitioner)
- Familiarity with CRM/proposal management tools
