Role & responsibilities The Utility Mechanical Project Engineer is responsible for planning, execution, installation, commissioning, and handing over of utility systems within the facility. The role involves managing utility equipment, coordinating with contractors and vendors, ensuring compliance with safety and regulatory requirements, and delivering projects within budget and schedule.

Key Responsibilities

1. Project Management

- Utility mechanical projects from concept to commissioning.
- Prepare project scope, technical specifications, BOQs, and cost estimates.
- Develop project schedules and monitor progress against milestones.
- Coordinate with consultants, contractors, vendors, and internal stakeholders.
- Ensure projects are completed within budget, quality, and timeline requirements.

2. Utility Systems Management Manage planning, installation, testing, commissioning, and optimization of:

- Chilled Water Systems
- Cooling Towers
- HVAC Systems
- Air Compressors and Compressed Air Networks
- Hot Water Systems
- Condenser Water Systems
- Pumps, Piping, and Valves
- Water Treatment and ETP/STP Utilities
- Fire Fighting and protection Systems
- Diesel Generator Utility Interfaces
- Fuel management system (Petrol / Diesel / PNG / LNG)

3. Engineering Activities

- Review P&IDs;, layout drawings, and construction drawings.
- Conduct technical evaluations and vendor assessments.
- Calculate and Verify equipment sizing such as pumps, chillers, cooling towers, and compressors
- Perform load calculations and utility capacity studies and prepare business case
- Support equipment FAT (Factory Acceptance Test), SAT (Site Acceptance Test), and commissioning activities.
- End to end handover to the respective user department with systematic approach

4. Safety & Compliance

- Ensure compliance with local regulations and company safety standards.
- Conduct risk assessments and HAZOP reviews where applicable.
- Implement Permit-to-Work (PTW) systems during project execution.
- Ensure contractor safety management at project sites.




- Co-ordinate with suppliers for design, specification & drawings of mechanical systems.
- Co-ordinate with legal / liasoning government agencies for plan and layout approval & implementation.
- Implementation of basic and construction safety management system and compliance across the facility.
- Co-ordinate with other shop functions for smooth execution of Projects activities at site and smooth handover
- Planning and implementation of CAPEX projects to improve efficiency across the plant area.
- Investment planning, Process design & change, Parameter setting change.
- Coordination & Execution of utility project.

Preferred candidate profile

Technical Skills

- Knowledge of HVAC, Chillers, Cooling Towers, Boilers, Air Compressors, and Pump Systems.
- Understanding of P&ID;, GA Drawings, and Mechanical Design Fundamentals.
- Familiarity with AutoCAD and MS Project.
- Knowledge of utility calculations and flow requirements.
- Experience in equipment commissioning and vendor management.
- Experience of capacity calculation, operation and designing of ETP/STP and water treatment systems is must
- Hands on exposure in operation and basic trouble shooting of Utility equipment like , DG Sets, fire pumps, ETP, STP, RO, Hazardous gas system, Renewable Energy system
- Mechanical system pumping / Compressor capacity calculation and efficiency improvements projects carried out to improve efficiency
- Having knowledge on HVAC system designing and preparing the proposal for capacity planning and its required basis process requirement. AHU / Chiller / Cooling tower capacity calculation planning and implementation
- Knowledge of Project Management- Green Field/Brown Field.
- Should know Standards like / ISO / IMS / IATF. Certified in any of these is preferred
- Liasoning with Government agencies (PESO / Factory Inspector / Fire and safety department for NOC
- Knowledge on Industrial Safety requirements, NFPA & NBC norms.
- Positive technical knowledge on designing, capacity calculation and implementation on the Utility systems related to fire protection system, ETP / RO / STP / HVAC system etc.
