Position Overview The Cross-Country Piping Project Manager will be responsible for the overall planning, execution, coordination and successful delivery of medium scale cross-country pipeline projects, from engineering, statutory approval, procurement, construction, commissioning and handover in accordance with Indian standards and specifications.

The role requires strong project leadership, extensive experience in pipeline construction, and the ability to manage multiple contractors, consultants, stakeholders, various government agencies and interfaces across geographically dispersed project locations. The Construction / Project Manager will be accountable for delivering the project safely, on schedule, within budget and to the required quality standards.

Key Responsibilities:

- Establish Conduct feasibility study project execution strategies, objectives, schedule,

budgets and resource requirements.
- Promote constructability reviews and value-engineering initiatives.
- Prepare and control the budget during the project according to quantity based on

drawing.
- Preparing, evaluating, selecting and managing qualified contractors for the cross- country raw water transmission pipeline and pump station works, including assessment of their technical capability, relevant experience, resources, methodology, schedule, HSE, QA/QC and testing and commissioning activity.
- Coordinate permits, statutory approvals and interfaces with highway, railway, utility and local authorities, such as National Highways Authority of India (NHAI), State Highway Authority (Tuticorin and Ottapidaram Sub Divisions and Highways C&M; Division), Major District Road Authority, Railway Department (Southern Railway – Madurai Division), Government of Tamil Nadu/Public Works Department (PWD), Water Resources Department, Rural Development / Block Development Officer (BDO) / Panchayat Union / Panchayat, Thoothukudi Municipality Corporation (TMC), State Industries Promotion Corporation of Tamil Nadu Limited (SIPCOT), Police Traffic, Environmental permits, Indian Oil Corporation Limited, Tamil Nadu Water Supply and Drainage (TWAD) Board, Tamil Nadu Electricity Board (TNEB), Internet Service Providers, Telecommunication Authority, other utility owners and any other authority having jurisdiction.
- Coordinate pipeline hydraulic design, pump selection, surge analysis, pipeline profile, structural works and interfaces between disciplines
- Manage procurement of major materials / equipment such as HDPE pipe, Ductile Iron pipe, valves, pumps, MCCs, electrical equipment and instrumentation.
- Manage execution of highway, railway, canal, road and existing utility crossings, including Horizontal Directional Drilling (HDD) and HDPE/ductile iron pipe crossings.
- Coordinate civil, structural, mechanical, electrical, instrumentation, control and commissioning works for the pump station.
- Prepare scope matrix for civil contractor and between civil & mechanical, electrical and instrumentation (MEI) disciplines.
- Advance micro planning to complete the project on Safety, Time, Quality and Cost (STQC) basis in accordance with Company’s principles.
- Check the constructability before and during construction.
- Review and implement construction strategy during project ongoing.




- Facilitate the construction material and service availability on time.
- Resource management (heavy equipment, tools, materials).
- Ensure QA/QC requirements, inspections, testing, welding/jointing procedures, material certification and commissioning records are implemented.
- Overall responsibility for safe execution, particularly excavation, trenching, HDD, lifting, road/rail crossings, electrical works and pump station construction.
- Act as the principal interface between Owner, contractors, consultants, subcontractors and government authorities.
- Conduct material and service reconciliation meeting.
- Monitor and ensure the construction process and completion on STQC based on owner requirement. Conducting schedule meeting.
- Implement and update the project standard based on lesson learnt from previous projects.
- Conducting weekly meetings with contractor.
- Lead pre-commissioning, pressure testing, flushing, disinfection where applicable, pump testing, electrical/instrument testing and performance testing.
- Ensure completion of punch lists, as-built drawings, Operation and Maintenance manuals, test records, training and final handover.

Key Deliverables

- Protected and incident-free project execution.
- Completion within the approved schedule and budget.
- Compliance with engineering, quality and regulatory requirements.
- Effective management of contractors and project interfaces.
- Timely resolution of technical, commercial and construction issues.
- Successful commissioning, handover and close-out of the pipeline system.

Qualifications & Experience

- Bachelor’s degree in civil / mechanical engineering
- 15–20+ years of construction experience , with substantial 3-5 projects experience in cross-country pipeline construction.
- Fluent read, written and spoken English and Tamil will be added advantage.
- Proven experience managing large, complex pipeline projects involving multiple construction spreads and geographically dispersed work fronts.
- Strong knowledge of pipeline construction methodologies, welding, NDT, coatings, hydrotesting, Horizontal Directional Drilling (HDD) for HDPE and ductile iron pipeline commissioning.
- Experience with water pipeline, road, rail, river and utility crossings is highly desirable.
- Strong understanding of project controls, contracts, cost management and construction planning.
- Experience in managing EPC contractors and subcontractors.
- Strong leadership, communication, negotiation and stakeholder-management skills.

Preferred Attributes

- Strong commercial and contractual awareness.
- Experience with major oil & gas, water, slurry, gas, crude or product pipeline projects.
- Familiarity with international pipeline codes and standards such as ASME B31.4/B31.8, API and applicable local regulations.




- Ability to operate effectively in remote locations and challenging construction environments.
- Strong analytical and problem-solving capabilities.
- Demonstrated ability to lead multidisciplinary teams and deliver projects under demanding schedule and operational constraints.

Engineering & Design

- Coordinate with EPC contractor and design teams to ensure timely completion of detailed engineering.
- Review and resolve design, constructability and technical issues.
- Ensure alignment between pipeline design, hydraulic requirements, crossings, terminals, pumping facilities and associated infrastructure.
- Promote constructability reviews and value-engineering initiatives.

Procurement & Contracts

- Coordinate procurement of pipes, valves, fittings, specialty items and other long-lead materials.
- Monitor vendor performance, manufacturing schedules, inspections and delivery to site.
- Manage EPC, construction and specialist contractors in accordance with agreed scope & contractual requirements.
- Review variations, claims, extensions of time and other contractual matters.

Construction Management

- Oversee pipeline construction activities:
- Surveying and route preparation
- Right-of-way preparation
- Clearing and grading
- Trenching and excavation
- Stringing, bending and welding
- NDT and weld inspection
- Field joint coating
- Lowering-in and backfilling
- Hydrotesting
- Reinstatement and restoration
- Crossings of roads, railways, rivers and other utilities
- Ensure construction activities are properly sequenced and coordinated across multiple work fronts.
- Monitor productivity, manpower, equipment utilisation and contractor performance inline with project schedule.

HSE & Quality

- Maintain the company Policy & standards of health, safety and environmental performance throughout the project.
- Ensure compliance with applicable legislation, codes, standards, permits and project requirements.
- Establish and monitor project quality plans, inspection and test plans and quality assurance systems.
- Drive a strong safety culture across employees, contractors and subcontractors.

Schedule & Cost Control

- Establish and maintain the integrated project schedule.
- Monitor progress against key milestones and identify potential delays at an early stage.
- Review project costs, commitments, forecasts and cash flow on monthly basis .
- Implement recovery plans where schedule or cost performance deviates from the approved baseline.
- Identifing critical path and mitigation plan.

Stakeholder Management

- Manage relationships with the client, government authorities, landowners, local communities, consultants, contractors and other stakeholders.
- Coordinate statutory approvals, permits, right-of-way requirements and third-party interfaces.
- Resolve conflicts and facilitate timely decision-making on project-critical matters.

Commissioning & Handover

- Lead the transition from construction to pre-commissioning, commissioning and start-up.
- Ensure completion of hydrotesting, cleaning, gauging, drying and associated pipeline integrity activities.
- Ensure all documentation, as-built drawings, test records, inspection dossiers and handover documentation are completed.
- Coordinate final acceptance and project close-out.
