ACCESS Development Services

Delhi

POSITION: MIS Officer – Project Annapurna

REPORTS TO: Programme Lead

LOCATION: Delhi HQ

LEVEL/GRADE: Coordinator/Sr. Coordinator

About ACCESS:

ACCESS Development Services is a national livelihoods promotion organization that incubates innovations and builds sustainable models of livelihood promotion for the poor — implementing programmes on the ground (Tier I); partnering civil society, government, the corporate sector and multilateral agencies (Tier II); and shaping national policy and the enabling environment (Tier III). Headquartered in Current Delhi, ACCESS works across 14 project offices. More at www.accessdev.org

Project Summary:

Annapurna – Catalysing Women Entrepreneurship in Food Processing is a 36 3-month initiative supported by Bajaj Holdings & Investment Limited, administered by the Bajaj Finserv CSR team, running from 1 August 2026 to 31 October 2029. It works with 12,000 women from 1,200 Self Help Groups across 15 blocks of Thane, Pune and Raigad districts of Maharashtra — 4,000 women, 400 SHGs and 5 Annapurna Resource Centres (ARCs) per district, each ARC serving about 80 SHGs through centralised (at-ARC) and decentralised (home-based) support.

Maharashtra State Rural Livelihoods

Mission (UMED) is proposed as a facilitation partner.

Position Summary:

The MIS Officer owns the project’s single source of truth. Every outcome Annapurna reports — women reached, training delivered, SHGs financially linked, entitlements accessed, enterprises formalised — will be defended from this system. The role covers MIS design and administration, data quality, de-duplication, dashboards and analytical support to the baseline, midline and endline.

Responsibilities:

1. System Design and Administration

- Configure and administer the project MIS and mobile data capture forms — participant master, consent, baseline, enterprise ledger, training, ARC operations, finance, schemes,

market, formalisation and attrition
- Build and enforce validation at the point of entry, including a hard gate that prevents any training record being saved against a woman with no baseline
- Manage user accounts, roles, device rollout, offline sync and version control across 15 blocks, and maintain code lists, indicator definitions and a data dictionary so every indicator has one agreed meaning

2. Data Quality and De-duplication

- Run the de-duplication routine on name, father’s or husband’s name, village, SHG code and last four digits of phone. Flagged matches are reviewed by hand and never auto-merged.
- Run scheduled completeness, range, logic, duplicate and outlier checks and issue correction lists to Coordinators with deadlines
- Conduct back-checks and field verification on a sample of records each quarter, and enforce data minimisation — no Aadhaar numbers and no identity document scans are to be held in the system

3. Analysis and Reporting

- Produce the weekly, fortnightly, monthly and quarterly dashboards and the data annexes for donor reporting
- Provide sampling frames, clean extracts and analytical support to the baseline, midline and endline studies
- Maintain access controls, backups and an audit trail, and support external evaluation or audit

Education & Experience::

- Graduate or postgraduate in Computer Applications, Statistics, Economics or IT (BCA/MCA, B.Sc./M.Sc. IT or Statistics)
- 4–6 years managing MIS for a development, CSR or government programme,

including one project of comparable scale — 10,000 participants or 10 field locations
- Advanced Excel (pivots, lookups, Power Query) essential; Power BI or Tableau strongly preferred
- Hands-on with a mobile data collection platform — KoBoToolbox, ODK, CommCare, SurveyCTO or equivalent
- Working knowledge of SQL and relational data structures; scripting in Python, R or VBA an advantage. Awareness of the Digital Personal Data Protection Act, 2023 and of consent-based data handling.

Skills and Competencies:

- English essential; Marathi and Hindi needed to work directly with field staff
- Precision and stubbornness about data quality, including the confidence to reject bad data
- Able to train non-technical field staff patiently, and to train them again
- Documents the system so that it survives a handover

Travel Requirement:

Periodic travel to project locations for verification, training and troubleshooting; bi- monthly.

Compensation:

The salary range for this position is commensurate with industry standards and will be determined based upon the experience set of the candidate and the HR policies of the organization.
