Position : Liaison Officer – Government Projects & Institutional Partnerships
Department : Business Development / Government Projects
Location : College Campus
Reporting To: Management / Director / Principal
Experience : 3–7 Years in Government Projects, Liaisoning, Business Development, Skill Development or Institutional Partnerships
Job Purpose The Liaison Officer – Government Projects will be responsible for identifying, pursuing and securing Government projects, schemes, tenders, training programs and institutional opportunities for the college.
The key objective of this role is to create new revenue-generating opportunities for the college by connecting the institution with Central Government, State Government, Government Departments, PSUs, Skill Development Missions, Corporations and other government-funded organizations.
Key Responsibilities
1. Government Project Identification
Regularly track Central and State Government schemes, projects, tenders, EOI/RFPs and funding opportunities.
Identify schemes relevant to the college's courses, infrastructure, faculty, students and skill-development capabilities.
Explore opportunities under schemes such as PMKVY, Skill India, State Skill Development Missions, government training programs, employment-linked programs and other applicable schemes.
Maintain a database/calendar of upcoming government opportunities and submission deadlines.
2. Project Acquisition & Business Development
Generate new government project opportunities for the college.
Approach concerned government departments, missions, boards, corporations and implementing agencies.
Develop proposals, concept notes, project profiles and presentations for government opportunities.
Coordinate with internal academic and administrative teams for preparation of technical and financial proposals.
Follow up on submitted proposals until approval, work order, MoU or project allocation.
3. Government Liaisoning
Build and maintain professional relationships with relevant government officials and implementing agencies.
Coordinate meetings, presentations, inspections, audits and other official requirements.
Facilitate communication between the college and government departments/agencies.
Ensure timely submission of documents, reports, certificates and compliance requirements.
4. Empanelment & Registration
Identify government portals, departments and agencies where the college can get registered/empanelled.
Coordinate institutional registrations, empanelments and eligibility documentation.
Maintain updated records of registrations, certifications, MoUs and empanelments.
5. Revenue Generation
Develop government-funded projects as a new and sustainable income source for the college.
Identify opportunities where the college can earn through training, implementation, consultancy, infrastructure utilization, certification programs, skill development and other approved activities.
Prepare an annual Government Business Development Plan with project-wise revenue potential.
6. Project Execution Coordination
After project award, coordinate with relevant college departments to ensure smooth implementation.
Monitor project milestones, targets, deliverables and timelines.
Coordinate with finance/accounts teams for billing, utilization certificates and payment follow-up.
Ensure proper documentation and compliance throughout the project lifecycle.
7. Tender & Proposal Management
Monitor government tender portals and relevant notifications.
Screen tenders for eligibility, commercial viability and strategic fit.
Coordinate preparation and submission of EOI, RFP, RFQ and tender documents.
Maintain a pipeline of submitted, active, won and lost opportunities.
Key Performance Indicators (KPIs)
The candidate will be evaluated primarily on actual government business generated for the college, including:
Number of relevant government opportunities identified
Number of proposals/EOIs/tenders submitted
Number of government projects secured
Total project value generated
Actual revenue generated/realized by the college
Number of government departments/agencies onboarded
Number of empanelments/registrations completed
Number of MoUs/work orders secured
Payment collection and project closure
Development of new government-funded revenue streams
Candidate Profile The ideal candidate should have:
Bachelor's/Master's degree in Management, Commerce, Public Administration, Social Sciences or related field.
3–7 years of experience in Government Liaisoning, Government Projects, Skill Development, Tender Management, Business Development or Institutional Partnerships.
Good understanding of Government schemes, tenders, EOI/RFP processes and government-funded projects.
Strong communication and relationship-management skills.
Excellent proposal writing, documentation and follow-up skills.
Ability to independently identify opportunities and convert them into projects.
Willingness to travel for meetings with government departments/agencies when required.

Important Note
This is a target-oriented business development role, not only a government liaison/coordination position.
The candidate will be expected to identify opportunities → build government/institutional relationships → prepare proposals → secure projects → coordinate execution → generate revenue for the college.
