Job Description

5.0 Position Summary

Looking for a highly experienced and certified Construction Quality Manager (CQM) to lead all Quality Control (QC) activities for a major QLNG project at the Sohar Yard. The successful candidate will be the senior quality authority on-site, responsible for ensuring all fabrication, construction, installation, and commissioning activities are executed in strict compliance with project specifications, international codes & standards, and QatarEnergy/Qatargas requirements. This role demands a strategic leader capable of managing a large, multi-disciplinary QC team, driving a culture of quality excellence, and ensuring flawless project delivery and turnover.

6.0 Key Responsibilities & Accountabilities

6.1 Quality System & Strategy Leadership

- Develop, implement, and maintain the Project Quality Control Plan, Inspection & Test Plans (ITPs), and all related quality procedures.
- Establish and manage the project's Quality Management System (QMS), ensuring alignment with ISO 9001:2015 and project-specific requirements.
- Perform gap analyses of quality resources versus project needs and implement actions to close gaps.
- Promote quality awareness through targeted training sessions for construction and quality teams.
- Implement and manage electronic QC tracking systems (e.g., SharePoint, e-Alps) for seamless documentation and data management.

6.2 Team Leadership & Resource Management

- Lead, mentor, and manage a large, multi-disciplinary QC team of 50+ inspectors and engineers across Mechanical, Piping, Welding, Structural, Civil, E&I;,



Painting/Coating, and HVAC disciplines.
- Develop detailed plans for quality resource deployment, assigning tasks and duties effectively.
- Conduct performance evaluations, provide coaching, and ensure team competency and adequate coverage for all project phases.

6.3 Inspection, Testing & Compliance Oversight

- Oversee all inspection, testing, and material verification activities, including FAT/SAT.
- Ensure rigorous compliance with international codes and standards (ASME, API, AWS, ACI, IEC, NFPA, etc.).
- Review and approve Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and Welder Qualifications (WQR).
- Monitor and validate Non-Destructive Examination (NDE) activities (RT, UT, MT, PT, PAUT).
- Manage the preservation program, ensuring logs and check sheets are maintained per standards and manufacturer recommendations.

6.4 Non-Conformance, Corrective Action & Continuous Improvement

- Lead the investigation, documentation, and resolution of Non-Conformance Reports (NCRs) and Corrective Action Requests (CARs).
- Drive root cause analysis and ensure timely closeout of all corrective and preventive actions.
- Establish and lead a comprehensive audit and assessment program for contractors, vendors, and internal processes.
- Capture, manage, and communicate lessons learned to prevent recurrence and drive continuous improvement.

6.5 Contractor, Vendor & Subcontractor Quality Assurance





- Audit and oversee all contractors and subcontractors to ensure adherence to QLNG quality requirements.
- Review and approve contractor QC plans, procedures, staffing, and quality records.
- Manage vendor surveillance and fabrication yard inspections as required.

6.6 Client, Regulatory & Management Interface

- Serve as the primary quality interface for the QatarEnergy/Qatargas QA/QC team, facilitating approvals and joint inspections.
- Liaise with project management and client representatives to report on quality performance, issues, and updates.
- Ensure project compliance with all relevant local regulatory and Qatari client requirements.

6.7 Documentation & Turnover Management

- Ensure the timely preparation, review, and control of all quality deliverables, including ITPs, test packages, Material Traceability, Manufacturer Data Records (MDR), and certifications.
- Support mechanical completion, pre-commissioning, and commissioning phases by ensuring all quality records and punch lists are complete.
- Lead and support system walk-downs (A, B, and C punch classifications) and manage the punch list clearance drive to achieve a "Zero Punch" goal for flawless handover.

7.0 Minimum Qualifications & Experience

- Education: Bachelor’s degree in mechanical engineering.
- Experience:
- Minimum of 20 years of progressive QC/QA experience within Offshore Oil & Gas construction and fabrication projects.
- Proven prior experience on megaprojects. Experience with Qatar LNG (Qatargas/ QatarEnergy), Aramco/ ADNOC/ / ONGC Oil Gas offshore projects is preferred
- Demonstrated experience in leading and managing large QC teams (50+ inspectors) across multiple disciplines.
- Solid, hands-on knowledge of international codes and standards: ASME, API, AWS, ACI, IEC, ISO 9001.
