Position Name:- Operations Manager Location:- Tanzania Industry Specification:- Fuel or Oil and Gas or Petroleum Industry Roles and Responsibilities:-
1.1 Operations Planning & Management
1. Develop, coordinate, and supervise daily, weekly, monthly, and annual operational activities.
2. Ensure efficient coordination between depot, logistics, transportation, maintenance, commercial, procurement, and administration functions.
3. Ensure operational activities are executed safely, efficiently, and within approved plans and budgets.
4. Monitor operational performance, identify constraints, and implement corrective actions.
5. Ensure adequate resources, manpower, equipment, vehicles, and materials are available to support operations.
6. Ensure business continuity and minimize operational disruptions.
1.2 Depot & Fuel Operations
1. Oversee depot operations including fuel receipt, storage, stock control, loading, dispatch, and product reconciliation.
2. Ensure fuel products are handled, stored, measured, and dispatched in accordance with approved procedures and applicable standards.
3. Ensure product quality, quantity, and traceability are maintained throughout the supply chain.
4. Monitor fuel losses, stock variances, operational efficiency, and equipment availability.
5. Review and monitor Depot Manager performance and operational reports.
1.3 Logistics & Transportation Management
1. Plan and coordinate fuel transportation and delivery schedules.
2. Ensure availability, roadworthiness, licensing, insurance, and compliance of company and contracted vehicles.
3. Ensure transporters and drivers comply with company HSSE and operational requirements.
4. Monitor delivery performance, vehicle utilization, turnaround time, and transportation costs.
5. Investigate delivery delays, product discrepancies, vehicle incidents, and customer complaints.
1.4 Maintenance & Asset Management
1. Coordinate maintenance strategies for operational equipment, vehicles, depot facilities, and critical assets.
2. Ensure preventive maintenance is planned and completed on time.
3. Monitor critical asset availability, reliability, and lifecycle performance.
4. Review major equipment failures and ensure Root Cause Analysis (RCA) and corrective actions are implemented.
5. Coordinate procurement and availability of critical spare parts and operational materials.
1.5 HSE, Security & Regulatory Compliance
1. Enforce company HSE policies, procedures, risk assessments, Permit-to-Work, PPE, and emergency requirements.
2. Ensure all operational activities comply with applicable petroleum, environmental, occupational safety, fire, transport, and regulatory requirements.
3. Conduct regular operational and HSSE inspections and ensure corrective actions are closed.
4. Ensure emergency response plans, drills,
firefighting systems, spill response, and business continuity arrangements are maintained.
5. Ensure incidents, near misses, spills, unsafe conditions, and security events are reported and investigated.
1.6 People, Contractors & Performance Management
1. Supervise and coordinate operational managers, supervisors, employees, and contractors.
2. Ensure adequate staffing, competency, training, discipline, and performance management.
3. Ensure contractors meet approved technical, commercial, HSSE, and performance requirements.
4. Conduct regular operational performance meetings and communicate management expectations.
5. Promote accountability, teamwork, efficiency, professionalism, and continuous improvement.
1.7 Budget, Cost Control & Reporting
1. Prepare and manage annual operational budgets and expenditure plans.
2. Monitor operating costs, transportation costs, maintenance costs, and resource utilization.
3. Identify opportunities for operational cost reduction without compromising safety, quality, or service.
4. Prepare and submit daily, monthly, quarterly, and annual operational performance reports.
5. Provide management with accurate information on operational risks, performance, costs, incidents, and improvement initiatives.
2. STANDARD OPERATING PROCEDURES (SOP)
2.1 Daily Operations Review
1. Review depot stock, receipts, dispatches, transportation schedules, equipment status, manpower, and outstanding operational issues.
2. Confirm planned activities and required resources.
3. Identify operational risks, delays, equipment constraints, and customer requirements.
4. Coordinate corrective actions with responsible departments.
5. Review critical incidents and escalate unresolved issues to management.
2.2 Fuel Supply, Depot & Dispatch Coordination
1. Confirm available stock and storage capacity against planned demand.
2. Coordinate fuel receipts, tank allocation, product movement, and dispatch requirements.
3. Ensure correct product, quantity, customer, destination, and documentation are verified before dispatch.
4. Monitor stock reconciliation and investigate variances beyond approved limits.
5. Ensure product quality and measurement requirements are satisfied before release.
2.3 Transportation & Delivery Control
1. Review delivery schedules and allocate vehicles according to operational requirements.
2. Verify vehicle, driver, licensing, insurance, safety,
and compliance requirements.
3. Monitor vehicle movement, delivery status, turnaround time, and utilization.
4. Investigate delays, accidents, shortages, delivery discrepancies, and customer complaints.
5. Review transportation costs and implement approved efficiency improvements.
2.4 Maintenance & Operational Reliability
1. Review preventive maintenance schedules and critical equipment availability.
2. Ensure defective equipment is isolated, reported, repaired, tested, and returned to service safely.
3. Prioritize critical breakdowns based on safety, operational, and commercial impact.
4. Conduct RCA for major or recurring failures and monitor corrective actions.
5. Review maintenance performance and critical spare availability.
2.5 Emergency, Incident & Business Continuity
1. In an emergency, ensure operations are stopped or controlled as required and the emergency response plan is activated.
2. Ensure personnel, assets, workplace, and product are protected.
3. Notify management and relevant emergency authorities in accordance with established procedures.
4. Ensure incidents and near misses are investigated and corrective actions implemented.
5. Review business continuity arrangements following major operational disruptions and ensure recovery actions are completed.
2.6 Reporting & Performance Review
1. Review daily operational reports from Depot, Logistics, Maintenance, and other operational functions.
2. Consolidate operational performance against approved KPIs and targets.
3. Identify trends, recurring problems, cost variances, and operational risks.
4. Conduct monthly operational performance reviews with responsible managers.
5. Submit management reports with corrective actions and improvement recommendations.
