About the role

Builds and owns the Care Coordination Engine — the coordination logic that tracks referrals, hand-offs, and deviations across facilities, and its integration with CARE HMIS, and ABDM/NHCX — to the technical standard and roadmap the Architect and Program Director set. Also owns application-layer security and data protection for the OpenPHC codebase, since the CCE holds the identity and consent layer both PODs build on.

What you’ll do

- CCE build — events, rules, hand-offs, reminders, detection, and the CCE's native insights layer, against requirements the Business Analyst produces
- Integration implementation — builds the CCE-CARE HMIS integration contracts,



developed and tested against a mocked or staging instance where the live system isn't available
- Consent & Data Rights Engine: Implements ABDM/NHCX consent manager hooks, purpose-based access control (RBAC), immutable audit logs, and automated data erasure/anonymization pipelines.
- Application security & data protection — owns authentication and authorisation, consent-artefact handling, encryption and key handling for personal data, and audit logging across the OpenPHC codebase; owns remediation of findings from any external security audit required for ABDM production access
- Government and health-system adapters — builds new external adapters. A genuinely new adapter is this role’s; a per-site variant of an adapter that already exists is the Tech Customisation Engineer’s. Any platform not named in the current pilot scope is a change request, not an assumption.
- The shared seam — co-owns the Next Steps-CCE interface with the Application & Intelligence POD's engineers; changes here are reviewed by the Architect before merge
- Test discipline — writes automated tests for every CCE requirement, to the coverage standard the QA Automation Engineer sets
- Works with the Tech Customisation Engineer on India-specific CCE configuration,



keeping customisation as configuration rather than a fork wherever possible

Decision authority
- Decides single-module, CCE-internal implementation choices independently.
- Anything touching the coordination-metadata-only invariant, identity resolution, an external API contract, or the shared seam with Next Steps goes to the Architect before merge.
- Security-material choices — the authentication model, consent-artefact handling, encryption and key management, audit-log design — go to the Architect, and to the Program Director where they touch data governance obligations under the DPDP Act.

What we’re looking for Must-have
- 7–14 years backend engineering, owning a production service end-to-end
- Strong API design and integration experience
- Comfortable with event-driven or rules-engine style architecture
- Strong automated testing discipline
- Primary backend stack — Java/Spring Boot
- AI-first, 10x mindset — builds and ships CCE features with AI coding assistants as the default tool, expected to operate at several times the output of a traditional non-AI-assisted backend engineer without lowering the security and test bar this role owns

Nice-to-have
- Any Indian digital public infrastructure project
- Experience building systems with an explicit “never store this” data constraint
- Familiarity with India’s DPDP Act 2023 obligations, or with taking a system through a CERT-In empanelled security audit

Preferred education Tier 1 engineering institute preferred, not required.
