Job Purpose The MSF OCA Logistics Department ensures the international supply chain - and provides logistics and technical support to the MSF-OCA medical humanitarian programs conducted in the various project countries.
The OCA Logistics Department consists of 4 core units, including the European Supply Centre - Amsterdam Procurement Unit (ESC-APU), the Field Support Unit (FSU - Operational Logistics, Technical Logistics & Field Supply Chain Management), the End-To-End Supply Chain Excellence Unit (E2ESC), and newly established Quality Assurance & GDP-Compliance Unit (QACU). ESC-APU is responsible for sourcing, procurement and processing the orders for supplies from some 26 project countries in accordance with Service Level Agreements. The FSU includes a wing centered around supporting the country programs in terms of Operational Logistics and Field Supply Support and a wing focused on Technical Logistics support.
The E2ESC Unit ensures pertinence and facilitates continuous improvement of the End-to-End Supply Chain performance, strategies, processes and practices. QACU ensures that MSF-OCA meets the applicable regulatory requirements and notably those in relation to the Good Distribution Practices (GDP) guidelines as a licensed wholesale distributor of medicines and medical products, and is responsible for the organizations quality management framework and expertise on quality assurance of pharmaceuticals, medical devices and specialized food products throughout the supply chain. This position is an individual contributor role, the person will play a key role in contributing to the achievement of the MSF South Asia Supply Hub (SASH) strategy.
This position holder will work in the Quality Assurance & GDP-Compliance Unit and will be based with the MSF South Asia supply team.
Main objectives
You are responsible for expert advice and support with regard to quality assurance and the procurement of pharmaceuticals or medical devices.
Job responsibilities
- You validate sources of supply in compliance with international standards and the MSF Qualification Scheme
- You maintain the various databases, ensuring product and supplier information, technical documentation and validation status is accurate.
- You monitor and evaluate the quality of pharmaceutical products / medical devices to be delivered to the country programs ensuring adequate documentation and adherence to the relevant procedures and policies.
- You provide expert advice and technical support to facilitate the procurement and supply chain processes and you keep yourself educated with legislation in the various areas of your expertise.
- You are a member of the OCA Quality Assurance team in QACU and work in coordination with stakeholders in the OCA Logistics and Public Health Departments, and with respective International Office QA Coordination teams.
- You work as a member of the MSF South Asia Supply Hub team
Specific tasks
- Validated sources of supply (products-supplies/manufacturer combinations) in compliance with regulatory directives and MSF standards.
- Technical and QA related documentation of procured medicines/ medical devices, maintenance of the associated databases and manuals.
- Advice and support to tactical procurement specialists regarding sourcing strategies.
- Advice and support to GDP Responsible Person in relation to non-conformities and quality alerts /recalls.
- Quality of documentation accompanying delivered pharmaceutical products/ medical devices of selected suppliers or purchase orders. (e.g., packing list, certificate of analysis).
- Manufacturer audit results (in concertation with/ as requested by the MSF IO).
- Participation in intersectional projects agreed by MSF-OCA.
- Willingness/readiness to travel inside of India and to different locations abroad.
Candidate Profile Requirements
Educational Requirement
- Masters and/or Bachelors degree in Pharmacy; Must be a registered pharmacist
Relevant Experience
- At least 8 years of total experience with minimum 5 years of working experience in a pharmaceutical domain industry with international pharmaceutical distribution in a comparative setting (in terms of size and complexity of operations and product groups)
- Audit and Quality Assurance experience; technical knowledge of pharmaceuticals/ medical devices regarding usage and quality validation
- Knowledge and expertise in the Indian pharmaceutical industry is essential
- Experience and/or knowledge of the humanitarian sector is highly desirable
- MSF Field experience will be an advantage for this role.
Other requirements
- You have strong interpersonal skills and are proficient in English (speech and writing)
- Hindi is a solid asset.
