HR Manager – Technical Recruitment & Labour Compliance

Industry: Renewable Energy | Hydropower | Engineering & EPC Projects

Job Location: Safdarjung Enclave, New Delhi

Experience Required: Minimum 4 years

Employment Type: Full-time

We are seeking an experienced HR Manager capable of managing the complete human-resource lifecycle for engineers, technical professionals, hired services, project personnel and contractual labour deployed at our offices, manufacturing facilities and project sites.

Key ResponsibilitiesRecruitment and Workforce Planning

- Coordinate workforce planning with engineering, procurement, manufacturing and project-management teams.
- Prepare job descriptions and recruitment plans for engineers, technicians, supervisors, project managers and support staff.
- Source candidates through Indeed, LinkedIn, recruitment agencies, technical institutes, ITIs and professional networks.
- Screen applications, conduct preliminary interviews and coordinate technical interview panels.
- Verify candidates’ qualifications, experience, references and previous employment.
- Manage salary negotiations, selection approvals, offer letters and joining formalities.
- Maintain a reliable database of candidates, contractors and manpower-supply agencies.

Technical and Contractual Manpower Management
- Recruit and mobilize skilled, semi-skilled and unskilled personnel for project sites and manufacturing operations.
- Manage engineers, technicians, welders, fitters, electricians, operators, security personnel and other outsourced manpower.
- Coordinate with labour contractors and hired-service agencies for timely workforce deployment.
- Verify contractor documentation, attendance, wage records, statutory registrations and compliance status.
- Monitor manpower requirements, deployment, replacements, transfers and demobilization across project locations.
- Ensure proper documentation and classification of permanent employees, fixed-term employees, consultants, outsourced personnel and contractual workers.

Employee Onboarding and Administration
- Manage the complete onboarding process, including documentation, appointment letters, induction and departmental orientation.
- Collect and verify educational certificates, identity documents, bank details, PAN, Aadhaar, UAN and ESIC information.




- Create and maintain personnel files, employee databases and statutory records.
- Coordinate attendance, leave, payroll inputs, reimbursements, performance reviews and separation formalities.
- Issue employment-related documents, including appointment letters, confirmation letters, transfer letters, warning letters, experience certificates and relieving letters.
- Conduct exit interviews and ensure completion of full-and-final settlement procedures.

ESIC, EPF and Labour Compliance
- Manage employee and employer registrations under EPF and ESIC.
- Process UAN creation, KYC updates, employee nominations, transfers and exit formalities.
- Coordinate monthly EPF and ESIC contributions, challans, returns and supporting documentation.
- Maintain statutory registers, wage records, muster rolls, attendance records and contractor-compliance files.
- Ensure timely compliance with applicable labour and employment laws, including provisions relating to wages, social security, gratuity, bonus, maternity benefits, workplace safety and prevention of sexual harassment.
- Monitor compliance by contractors under applicable contract-labour laws and rules.
- Coordinate with labour consultants, government departments, EPFO, ESIC and other statutory authorities.
- Support labour inspections, internal audits, due diligence and submission of statutory records.
- Track changes in employment and labour regulations and implement required compliance measures.

HR Policies and Employee Relations
- Develop and implement HR policies, standard operating procedures and employee-service rules.
- Maintain professional discipline and address employee grievances fairly and confidentially.
- Support performance appraisal, training, skill development and employee-retention initiatives.
- Assist management in disciplinary proceedings and preparation of notices, enquiry records and related documentation.
- Promote a professional, safe and performance-oriented workplace culture.





Eligibility and Qualifications
- Bachelor’s degree in Engineering such as B.Tech./B.E. in Mechanical, Electrical, Civil, Industrial, Production or a related discipline.
- MBA/PGDM or postgraduate qualification in Human Resources, Personnel Management or Labour Laws will be preferred.
- Minimum 4 years of relevant experience in technical recruitment, HR operations and statutory compliance.
- Experience in an engineering, manufacturing, EPC, infrastructure, power, renewable-energy or construction organization is strongly preferred.
- Practical working knowledge of EPF, ESIC, payroll inputs and contractual-labour compliance is essential.
- Experience dealing with manpower contractors and geographically dispersed project teams will be an advantage.

Required Skills
- Robust understanding of technical and engineering job profiles.
- Sound knowledge of Indian employment and labour-compliance requirements.
- Competence in recruitment portals, HRMS, MS Excel and employee-record management.
- Strong communication, negotiation and interpersonal skills.
- Ability to manage confidential employee and company information.
- Strong documentation, coordination and problem-solving abilities.
- Ability to work independently and manage multiple recruitment and compliance deadlines.
- Willingness to travel to project sites when required.

Preferred Candidate The ideal candidate will combine an engineering background with practical HR experience and will be comfortable recruiting technical professionals as well as managing contractual labour, manpower agencies, statutory documentation and site-level HR compliance.

Job Location: New Delhi, with occasional travel to manufacturing facilities and project sites across India. Pay: ₹55,668.91 - ₹154,662.45 per month
