About the role

Convert OpenPHC's high-level roadmap into a detailed, trackable execution plan, and run the day-to-day operating rhythm and vendor management needed to deliver it. This role's core performance measure is timelines — hitting the plan's dates.

What you’ll do

- Detailed planning — takes the high-level roadmap and builds the detailed execution plan: task breakdown, estimates, sequencing, skills required
- Resourcing — decides which individual, from which vendor, works on which piece of development work




- Tracking & ceremonies — owns tracking of all engineering development against the detailed plan; runs scrums and sprint ceremonies
- Data Residency & Infrastructure Security: Ensures AWS/Azure deployment remains strictly within India data boundaries, manages encryption at rest/in transit, and maintains access logs.
- CI/CD & DevOps — owns the CI/CD pipeline
- Vendor management, full ownership once engaged — contract performance, escalation, swap-out, without needing sign-off for routine management. Courtesy norm: flag continuity-affecting changes to the Program Director and the Architect.
- QA tracking — tracks execution of the QA/test plan against the schedule, within the strategy OpenPHC sets and the standards the Architect owns
- AI Code-Quality Enforcement — owns embedding the quality gates (mutation score, traceability, error-masking thresholds) into the CI/CD pipeline as hard merge blockers, so that schedule pressure can speed up AI-assisted development but can never bypass the checks the Architect and QA Automation Engineer have set.
- Post-release assignment — assigns triaged post-release items to the individual or vendor who will fix them, and tracks through to resolution

Decision authority
- Owns the detailed plan and its tracking outright.




- Owns vendor relationship management outright — distinct from OpenPHC's vendor selection/onboarding decisions.
- Owns day-to-day assignment and tracking of post-release fixes once the Architect has triaged technical severity.
- Timeline commitments hold by default in any quality-versus-timeline disagreement with the Architect, unless escalated to and overturned by OpenPHC leadership team.

What we’re looking for Must-have
- 7+ years in technical program or project management, with real hands-on ownership of a CI/CD pipeline — not just tracking one someone else built
- Direct experience managing vendor/contractor relationships with genuine authority — escalating non-performance, negotiating scope, replacing people
- Comfortable running sprint ceremonies and detailed resourcing decisions across a mixed team of employees and multiple vendors
- Able to spot the difference between “reported progress” and “actually done”
- AI-first, 10x mindset — plans and tracks on the assumption that AI-assisted engineers deliver several times faster than traditional hires, and builds the CI/CD pipeline and pipeline gates to keep pace with that speed rather than throttle it

Nice-to-have
- Public health or grant-funded programme experience
- Scrum/Agile certification

Preferred education Tier 1 institute – IITs or IIMs preferred, not required — delivery and vendor-management track record is what matters.
