THE ROLE : -

- As AGM - Statutory Compliance, you will head HR statutory and labour law compliance for a large, listed NBFC with a nationwide branch network, reporting to the DGM, Human Resources. You will set the compliance standard for every branch and every state, lead the company through the four Labour Codes, and manage the company's relationships with the regulators and vendors this work depends on. The role carries accountability for the company's record with labour, licensing, EPFO, ESIC, professional tax and Labour Welfare Fund authorities across the country.

WHY THIS ROLE, NOW : -

- India's four Labour Codes came into force on 21 November 2025, and the central rules followed in May 2026. States are notifying their own rules one by one, so a company operating across many states has to run its state Acts and the new Codes together. This role leads that transition for the whole network.

1. ESTABLISHMENT COMPLIANCE ACROSS THE NETWORK : -

- Ensure every branch and office holds a valid Shops and
- Establishments registration, municipal trade licence and the signage and fire clearances its local body requires, renewed and amended on time.
- Ensure registrations under the OSH Code, professional tax, Labour Welfare Fund and ESIC sub-codes are in place wherever they apply, and stay current as the network grows.
- Maintain one branch-wise view of every registration, licence, authority and renewal date.

2. BRANCH EXPANSION : -

- Put a state-wise compliance process in place for branch openings, relocations and closures, so every new branch is registered within the time its state allows.

3. STATUTORY DEPOSITS, RETURNS AND RECORDS : -

- Ensure every PF, ESI, professional tax and Labour Welfare Fund deposit reaches the right authority on time in every state, working with payroll and local vendors.
- Ensure every return due under the labour laws is filed on time, and that registers and statutory displays are current at every establishment.

4. REGULATORS AND VENDORS : -

- Lead the company's engagement with EPFO, ESIC, state labour departments, municipal and fire authorities, and qualified tax and Labour Welfare Fund offices.
- Govern the compliance agents, consultants and service providers who work across the states, and hold them to agreed timelines.

CONTRACT STAFF COMPLIANCE : -

- Own compliance for contract staff across the network, including principal employer registrations and contractors' licences.
- Put monthly checks in place on contractors' minimum wages and
- PF and ESI deposits, with paid challans confirmed to Finance before their bills are paid.
- Ensure state minimum wage notifications reach contractors and are applied.

6. LABOUR CODES : -

- Lead the company's transition to the four Labour Codes, tracking central and state rules as they are notified.
- Maintain a live, state-wise gap register and drive the actions it calls for.
- Work with Payroll, HR Operations and Finance on changes that touch wages, appointment letters, working hours, health check-ups and grievance committees.
- Lead the move to electronic registers, returns and notices.

7. INSPECTIONS AND NOTICES : -

- Keep the network inspection ready, and lead the response to inspections, notices and show cause notices, including compounding where it applies.
- Work with the legal team on disputed matters.

8. GOVERNANCE AND TEAM : -

- Run the compliance calendar for every branch, state and contractor, and report status to HR leadership every month.
- Provide the labour, licensing and professional tax inputs for the company's statutory and sustainability disclosures.
- Lead and develop the statutory compliance team.

HOW SUCCESS IS MEASURED IN THE FIRST YEAR : -

- No penalty, fine or prosecution from any labour, licensing, fire, EPFO, ESIC, professional tax or Labour Welfare Fund authority.
- Every branch holds a valid, displayed registration, trade licence and the local clearances it needs at every point in the year.
- Every statutory deposit and return reaches the authority on time in every state.
- Every renewal is filed before expiry, and every new branch is registered within the time its state allows.
- Every notice is answered within the time allowed and every inspection observation is closed.
- Every contractor is checked each month, and Finance holds confirmed PF and ESI challans for every contractor bill it pays.
- The Labour Codes gap register is current for every state, and every newly notified state rule is actioned.

Desired profile of the candidate : - NON-NEGOTIABLE

- A full time, regular postgraduate degree in HR or a closely related field, such as MBA-HR, PGDBM-HR, MSW-HR, or a master's in labour law or labour management.



Distance and part time degrees do not qualify.
- A career in HR statutory and labour law compliance, as the main line of work.

WHAT WE ALSO NEED

- 15 to 23 years in HR.
- Scale: you have led statutory compliance for at least 300 branches or locations across at least 10 states. Any sector qualifies when this scale is shown on your CV and matches your employer's published branch data.
- A record of managing regulators and compliance agents across several states.
- Working knowledge of the four Labour Codes and of where the state rules stand.
- Based in Chennai, or willing to relocate to Chennai.

GOOD TO HAVE

- A law degree in addition to the postgraduate degree.
- Experience of audits in an RBI regulated entity.
- English and Tamil, with Hindi for the northern and central states.

Education qualification : -

- NON-NEGOTIABLE: a full time, regular postgraduate degree in HR or a closely related field, such as MBA-HR, PGDBM-HR, MSW-HR, or a master's in labour law or labour management. Distance and part time degrees do not qualify. A law degree in addition is welcome.
