1. PRINCIPAL ACCOUNTABILITIES:

Accountabilities Major Activities
Quality Management 1. Quality Planning & Documentation
• Implement Field Quality Plan (FQP) and Inspection & Test Plans (ITPs) for WTG, Substation and Transmission line works.
• Follow OEM Guidelines, PQHC Requirements.
• Storage & Maintenance of WTG Components.
• Review & Approve Crane related Machinery.
• Certified Climbing on WTG TT Tower.
• Prepare, Review and approve contractors’ method statements and work procedures.
• Prepare & Implement PQP, SOP, Check lists & Formats in line with OEM requirements, TS, Codes & Standards and FQP.
• Maintain comprehensive QA/QC records — inspection reports, RFI’s, Check Lists, RA Bills, FOM & NCR’s, calibration certificates, test results, and approvals.

2. Incoming Material Inspection
• Verification of material and equipment quality against approved drawings and specifications.
• Check manufacturer’s test certificates and shipping documents.
• Site inspection for:
o Blade, Nacelle, Hub, Tubular Tower and Other WTG BOQ.
o USS, Transformers, Reactors, AIS equipment, breakers, CTs, PTs, isolators, LA, SVG’s, HT/LT SGR Panels .
o Conductors, insulators, hardware fittings.
o Steel structures, tower members, bolts/nuts, earthing materials.

3. WTG Foundation, Installation Quality Oversight
• Civil works: Geo tech reports review, Survey, Marking, Excavation, PCC, RCC foundations, USS foundations, cable ducts, Back Filling, Roads, 33kv as per specs.
• Aggregates, Cement, Cubes Casting , Traceability, Curing & Testing.
• PQHC Implementation as per OEM Guidelines

4. TT Tower Installation
• Verify foundation interface before tower erection.
• Check tower section identification and erection sequence.
• Inspect flange mating surfaces and cleanliness.
• Verify correct bolt grade, size and quantity.
• Ensure correct bolt tightening sequence.
• Verify torque/tensioning using calibrated tools as per OEM procedure.
• Check bolt marking after tightening.
• Inspect verticality and alignment tower.
• Verify internal platforms, ladders and safety systems.
• Ensure proper earthing continuity.

5. Nacelle Installation
• Verify nacelle lifting arrangement as per approved lifting plan.
• Check nacelle interface and mounting arrangement.
• Verify yaw connection and locking arrangement.
• Inspect fastening and torque records.
• Check gearbox, generator and drivetrain connections.
• Verify lubrication and cooling system connections.
• Check hydraulic and electrical connections.
• Ensure all transportation locks are removed as per OEM procedure.

6. Hub and Blade Installation
• Verify hub serial number and orientation.
• Inspect pitch bearing and pitch system connections.
• Verify blade identification and correct blade position.
• Inspect blades for cracks, scratches, delamination and transportation damage.
• Check bolt condition and tightening requirements.
• Verify blade root connection.
• Check blade pitch operation.
• Verify lightning protection connections

7. Electrical Installation
• Verify installation of:
o Power cables.
o Control cables.
o Fibre optic/communication cables.
o Earthing conductors.
o Transformer connections.
o Converter and control panels.
• Ensure correct cable routing and clamping.
• Verify cable identification and termination.
• Check terminal tightening.
• Conduct insulation resistance tests, as applicable.
• Verify continuity of protective earthing.
• Inspect cable glands and enclosure sealing.




• Verify phase identification and polarity where applicable.
8. Mechanical and Functional Testing
Coordinate and witness, as applicable:
• Drivetrain rotation checks.
• Gearbox inspection.
• Lubrication system functional test.
• Cooling system functional test.
• Hydraulic system functional test.
• Yaw system functional test.
• Pitch system functional test.
• Brake functional test.
• Generator functional checks.
• Noise and abnormal vibration observations.
9. Electrical Testing & Commissioning Readiness
Verify and witness:
• Insulation Resistance (IR) tests.
• Continuity tests.
• Earthing continuity tests.
• Control circuit checks.
• Sensor and limit switch verification.
• Emergency stop functionality.
• Interlock checks.
• Alarm and protection verification.
• SCADA/communication checks.
• Transformer pre-commissioning tests, as applicable.
• Functional operation of auxiliaries.
10. Quality Documentation & NCR Management
• Raise and track IMIRs/RFIs for all critical installation stages.
• Maintain inspection and test records.
• Review OEM installation checklists.
• Verify torque/tensioning records.
• Maintain component serial number traceability.
• Raise NCRs for deviations from drawings, specifications or OEM requirements.
• Review root cause and corrective action.
• Verify rectification and close NCRs.

11. Final Inspection & Handover
• Before commissioning/handover, verify:
• Completion of all installation checklists.
• Closure of punch points.
• Closure of NCRs.
• Completion of all mandatory tests.
• Availability of test certificates.
• Completion of torque/tensioning records.
• Earthing and lightning protection completion.
• Correct labelling and identification.
• Housekeeping and foreign material removal.
• Completion of as-built documentation.

12. Stores Management
• Auditing & Inspecting Stores
• Audit Report Generation & ensure compliance on findings
• Ensure to follow Stores SOP & OEM Guidelines in storing and preservation.

13. Transmission Line & SS Quality Oversight
• Tower foundation type checks (pile, raft, chimney, pad & chimney, etc.).
• Cubes Casting , Traceability, Curing & Testing.
• Tower erection quality checks: verticality, tightening torque, member placement.
• Conductor stringing: sagging, tensioning, mid-span joints, compression fittings.
• OPGW/earth wire installation and optical fiber testing.
• Witness line tests: continuity, insulation, and earthing resistance.
14. Testing & Commissioning QA
• Prepare, Review testing formats & Check lists, SOPS.
• Witness substation pre-commissioning tests (transformers, breakers, relays).
• Line pre-energization checks and statutory clearances.
• Ensure proper documentation for energization approval.
15. Non-Conformance & Corrective Action
• Raise NCRs for deviations from standards or drawings.
• Verify corrective & preventive action closure.
• Conduct root cause analysis for repeated issues.
• Resolution plan & follow-up of NCR closure on open NCR.
• Avoid repeatability of NCR’s.

Handover & Final Quality Dossier
• Ensure all QA/QC documentation is complete for PAC (Provisional Acceptance Certificate).
• Maintain punch list and verify closure.
• Deliver final Quality Dossier for both substation and line.
17. Reporting & Coordination
• Daily weekly & Monthly quality reports to Project Manager and Corporate QA.
• Coordinate with EPC & OEM inspectors for joint inspections.
• Liaise with statutory bodies for mandatory inspections.
Technical Innovation & Developing Solutions • Adopt digital quality tools, non-conformance tracking systems, and real-time quality data analytics.
Business Planning & Budget Forecasting • Budget allocation for quality engineers, inspectors, and specialists at project sites
• Provision for quality tools (measuring instruments, test kits), digital platforms (QMS software, NCR tracking), third-party inspections, lab testing, for his site
Developing self and others • Conduct regular training and awareness programs on quality standards, root cause analysis (RCA)
• Promote a culture of zero-defect and first-time-right execution
Management Functions • Monitor & Update FQR data on Wrench Portal.
• Provide quality assurance reports to internal management, clients, and lenders.
• Showcase quality credentials through audit clearances, and compliance records.
Interface with Hong Kong • Showcase quality credentials through audit clearances, and compliance records

3. SKILLS AND KNOWLEDGE

Educational Qualifications:

• Essential:
10 + Year experience with B.E./B. Tech in Mechanical (Preferred)/Civil Engineering from a recognized university.
• Acceptable Alternate: Diploma in Electrical Mechanical/Civil Engineering with 13–15+ years of relevant QA/QC experience in Wind projects.
• Preferred Certifications:
ISO 9001:2015 Lead Auditor or QA/QC certification.
Training in IEC/IS standards applicable to transmission projects.
RCA - CAPA & 8D.
Six Sigma Green Belt.

Functional Skills:

Technical Skills
o Solid knowledge of AIS/GIS substation and OHTL construction and quality requirements.
o Familiarity with Indian Standards (IS), IEC, and relevant CPWD/CBIP/CEA guidelines.
o Ability to interpret engineering drawings, method statements, and ITPs.
o Expertise in electrical testing (Transformer, SGR, SVG, insulation, contact resistance, ratio tests, SF6 leakage, relay settings).
o Experience in tower erection, conductor stringing, and OPGW installation quality control.
o Material inspection skills for high-voltage equipment, conductors, insulators, hardware fittings, and steel structures.
Quality Management Skills
o Hands-on experience in preparing and implementing PQP, ITP, and method statements.
o NCR/CAPA management and root cause analysis.
o QA/QC documentation and dossier preparation for handover.
Soft Skills
o Strong coordination and stakeholder management (EPC contractors, OEMs, client inspectors).
o Clear communication, both verbal and written, for reporting and inspection notes.
o Problem-solving and proactive issue prevention.
• Ability to work under tight deadlines and remote site conditions.
