We are looking for an experienced and qualified Safety Officer to ensure the implementation and monitoring of all health, safety, and environmental (HSE) requirements at the multi-storey steel structure residential building project at IOCL, Vadodara. The candidate will be responsible for maintaining a safe working environment and ensuring compliance with applicable statutory requirements, project safety procedures, and IOCL safety standards.

Key Responsibilities

- Implement and monitor the project HSE Plan, safety procedures, and safety policies at the construction site.
- Ensure compliance with applicable safety legislation, statutory requirements, and IOCL safety guidelines and procedures.
- Conduct regular site inspections to identify unsafe acts, unsafe conditions, and potential hazards.
- Monitor safety during steel fabrication, erection, lifting, welding, cutting, scaffolding, work at height, excavation, and civil construction activities.
- Ensure proper implementation of Permit-to-Work (PTW) systems, where applicable.
- Ensure workers use appropriate Personal Protective Equipment (PPE) such as helmets, safety shoes, harnesses, gloves, goggles, and other required protective equipment.
- Conduct daily toolbox talks, safety briefings, and awareness programmes for workers and site personnel.
- Conduct Job Safety Analysis (JSA), Risk Assessments, and Hazard Identification for critical activities.
- Monitor lifting operations, cranes, lifting tools, tackles, scaffolding, ladders, and other construction equipment for secure operation.
- Ensure proper barricading, signage, access/egress, housekeeping, and safe working arrangements at the site.
- Inspect electrical installations, temporary power supplies, cables, DBs, earthing, and electrical safety arrangements.




- Monitor fire prevention and emergency preparedness, including availability and accessibility of fire extinguishers and emergency equipment.
- Investigate accidents, incidents, near misses, and unsafe occurrences and prepare appropriate reports with corrective and preventive actions.
- Maintain safety records, inspection reports, training records, incident registers, permits, and other required HSE documentation.
- Conduct regular safety meetings and coordinate with the Project Manager, Site Engineers, contractors, and client representatives on safety matters.
- Ensure subcontractors and workers comply with project safety requirements.
- Stop or recommend stopping unsafe work where there is an immediate risk to personnel, property, or the environment.
- Monitor compliance with environmental requirements, including waste management, dust control, noise control, and site housekeeping.
- Conduct emergency drills and ensure workers are aware of emergency response procedures.
- Prepare and submit periodic HSE reports, inspection reports, observations, and compliance reports to project management/client as required.
- Ensure timely closure of safety observations and non-compliances.

Educational Qualification

- Degree/Diploma in Engineering with a recognized qualification in Occupational Health & Safety / Industrial Safety.




- Relevant statutory certification as required under applicable Indian laws and project requirements.

Experience

- Minimum 5–8 years of relevant experience in construction safety, preferably in multi-storey buildings, steel structures, industrial projects, or infrastructure projects.
- Experience in steel structure erection, work at height, lifting operations, scaffolding, hot work, and construction activities will be preferred.
- Experience in IOCL, PSU, refinery, petrochemical, or other major industrial projects will be an added advantage.

Required Skills

- Strong knowledge of construction safety and HSE practices.
- Knowledge of Risk Assessment, JSA/JHA, PTW, Toolbox Talks, and Safety Audits.
- Good knowledge of work-at-height and fall-protection systems.
- Knowledge of lifting and rigging safety.
- Good knowledge of fire and emergency safety procedures.
- Ability to conduct safety training and awareness programmes.
- Strong communication, observation, reporting, and problem-solving skills.
- Proficiency in MS Office (Word, Excel, PowerPoint) and safety documentation.
- Ability to coordinate effectively with project teams, contractors, subcontractors, and client representatives.

- Compliance with project and IOCL safety requirements.
- Timely closure of safety observations and non-compliances.
- Effective implementation of PPE, PTW, JSA, toolbox talks, and safety inspections.
- Regular safety training, audits, inspections, and emergency preparedness.
- Maintenance of accurate and up-to-date HSE documentation.

Salary: As per industry standards and candidate's qualification and experience.

Pay: ₹30,000.00 - ₹35,000.00 per month
