The role requires a Senior Technology Business Analyst with healthcare payer and Medicaid systems experience.

Required Experience And Knowledge

- Have very valuable understanding of the healthcare payer space.
- Have experience implementing or maintaining a commercial payer solution or Medicaid system (MMIS).
- Understand claims processing, adjudication, member enrollment, and care management concepts.
- Gather and document client business requirements according to standards.
- Understand web services and relational databases.
- Run SQL queries and perform basic system analysis.
- Communicate effectively in written and spoken form.

Core Responsibilities
- Interact with state business users, internal subject matter experts, external users, and client business analysts to solicit requirements.
- Translate requirements into use cases, process maps, and requirements matrices.
- Document requirements gaps, functional and non-functional requirements, data requirements, constraints, assumptions, and process states.
- Follow or define processes for requirements solicitation, documentation,



and handoff.
- Work with development teams to clarify requirements and support solution discussions.
- Troubleshoot critical issues and coordinate triage with the team.
- Conduct milestone demonstrations and track feedback through closure.
- Define GUI and platform requirements with development, architecture, and design teams.

Preferred Skills

- Think creatively to develop new solutions when needed.
- Validate test scenarios, test plans, and test data.
- Review requirements and create Requirements Traceability Matrices.
- Communicate with QA, development teams, clients, end users, and business units.
- Assess product functionality against market trends and regulatory requirements.
- Share requirements with technical and architecture teams for product feature implementation.

Tools
- Use MS Visio to define system, technical, functional, and role-based views.
- Awareness of defect tracking and version control tools such as Jira and Azure DevOps.
- Use SQL Server client to write queries and validate database updates.
