Job Summary

The Billing Engineer will be responsible for preparation, verification, and submission of running and final bills for CPWD works and specialized building projects. The role requires thorough knowledge of CPWD specifications, DSR, measurement procedures, and contract conditions, along with coordination with site, consultants, and client authorities to ensure timely certification and payment.

Key ResponsibilitiesBilling & Measurement

- Prepare RA bills and final bills as per CPWD formats and contract conditions
- Take off quantities from drawings and site measurements
- Record and maintain Measurement Books (MBs) as per CPWD standards
- Ensure billing strictly as per DSR, approved deviations, extra/substituted items

CPWD Compliance & Documentation

- Interpret and apply CPWD specifications, General Conditions of Contract (GCC)
- Prepare rate analysis for non-schedule / extra items
- Support submission of deviation statements and approval documentation
- Maintain complete billing records for audit and vigilance compliance

Specialized Buildings Billing

- Handle billing for MEP works, HVAC, fire-fighting, medical gas systems, clean rooms, labs, data centers, etc.
- Coordinate with MEP engineers for integrated billing of civil and services works

Coordination & Client Interface

- Liaise with CPWD officials, consultants, and project management consultants (PMC)




- Coordinate with site engineers for measurement verification
- Follow up on bill certification and payment realization
- Assist in replies to billing-related observations and clarifications

Cost Control & Reporting

- Track billed vs executed quantities
- Support preparation of cost statements, cash flow forecasts, and reconciliation reports
- Assist in final account settlement and project close-out documentation
- Required Qualifications
- Diploma / Bachelor’s degree in Civil Engineering

Technical Skills & Knowledge

- Strong knowledge of CPWD DSR, Specifications, GCC, and MB procedures
- Proficiency in AutoCAD for quantity take-offs
- Working knowledge of MS Excel (advanced formulas)

Preferred Skills

- Experience with high-value or fast-track CPWD projects
- Knowledge of arbitration, claims, and variation handling (advantage)
- Strong attention to detail and documentation discipline
- Ability to work under tight billing and submission deadlines
- 7–10 years of experience as a Billing Engineer
- Mandatory experience in CPWD / Central Government / PSU projects
- Proven exposure to specialized or institutional building projects
- Verify subcontractor bills for specialized trades

Job Type: Full-time

Pay: ₹70,000.00 - ₹90,000.00 per year
