Job Description – Project Finance Executive

1. Role Purpose
The PMU Accountant will be responsible for supporting project-level financial management and ensuring accurate, timely and compliant tracking of budgets, purchase orders, invoices, vendor payments, reimbursements and project expenses across EIPL programmes.
The role will work closely with the PMU, project teams, vendors and Finance team to ensure that project financial information is accurate, up to date and available for management review and decision-making.
2. Key Responsibilities
A. Project Financial Management
- Maintain project-wise and budget-head-wise financial trackers for all PMU-managed projects.
- Track approved budgets, committed amounts, actual utilisation, pending liabilities and available balances.
- Monitor project expenditure against approved budgets and highlight variances or potential overruns.
- Maintain accurate records of project-wise financial commitments and obligations.
- Support monthly and periodic financial MIS and management reviews.
- Assist in forecasting project expenditure and identifying upcoming financial requirements.
B. PO, Invoice & Payment Management
- Generate Purchase Orders (POs) and process Goods Receipt Notes (GRNs) in Tally in a timely manner, as per approved processes.
- Maintain a tracker of POs, invoices, payment status and outstanding amounts across projects.
- Verify invoices against approved POs, work orders, contracts and agreed commercial terms.
- Coordinate with project teams to obtain required approvals, supporting documents and activity confirmations before processing invoices.
- Identify and flag discrepancies between PO value, invoice value, approved budget and actual activity delivered.
- Track advance payments, adjustments and pending settlements.
- Coordinate with Finance for timely processing of approved vendor payments.
C. Vendor & Reimbursement Management
- Maintain project-wise records of vendor financial documentation, including GST, bank details, VRF and other required documents.
- Track employee/project reimbursements and ensure appropriate supporting documents are available.
- Monitor advances issued to employees/vendors and ensure timely settlement.
- Support reconciliation of vendor balances and outstanding payments.
D. Project MIS & Reporting
- Prepare weekly/monthly financial MIS for PMU and management review.
- Provide project-wise reporting on:
o Approved budget
o PO issued
o Amount committed
o Invoice received
o Amount paid
o Actual utilisation
o Balance available
o Outstanding liabilities
- Develop and maintain dashboards/trackers for financial monitoring.
- Support preparation of financial inputs required for client, internal and project review meetings.
E. Compliance & Documentation
- Ensure project financial records are maintained systematically and are audit-ready.
- Verify GST, TDS and other applicable statutory requirements in coordination with the Finance team.
- Maintain appropriate documentation for invoices, POs, approvals, reimbursements and payments.
- Support internal and external audits by providing project-level financial records and supporting documents.
- Ensure financial transactions are aligned with approved project processes and contractual requirements.
F. PMU Coordination
- Work closely with PMU, project leads and operations teams to understand project activities and corresponding financial requirements.
- Follow up with project teams for pending approvals, supporting documents and invoice confirmations.
- Flag financial risks, delays, discrepancies or budget concerns to the PMU Manager/Senior Manager.
- Support the PMU in strengthening financial controls, processes and reporting mechanisms across projects.
- Maintain confidentiality of financial and commercial information.
4. Required Qualifications & Experience
- Bachelor's degree in Commerce, Accounting, Finance or a related field.
- 2–5 years of relevant experience in accounting, project finance, finance operations or project accounting.
- Experience in a project/programme environment will be preferred.
- Strong working knowledge of MS Excel, including Pivot Tables, VLOOKUP/XLOOKUP, SUMIFS and financial trackers.
- Experience with accounting/ERP systems such as Tally, SAP, Zoho Books or similar will be an advantage.
- Good understanding of GST, TDS, invoices, POs and vendor payments.

The ideal candidate should have experience working in a multi-project environment, where they have been responsible for tracking project budgets, POs, invoices, vendor payments and financial MIS rather than only routine bookkeeping.
