Role Overview

Ground Zero is seeking a Cluster Manager to lead the Heat-Resilient Workforce Project, a critical initiative designed to protect apparel and textile workers from the severe occupational hazards of extreme heat. This role focuses on embedding heat safety into factory operations, establishing localized Climate Care Hubs, and driving a scalable health model across the Hindupur industrial cluster.

Key Responsibilities

- Program Implementation: Lead cluster-level planning and rollout of heat resilience initiatives across participating factories to meet worker reach targets.
- Factory-Level Action: Co-create customized execution plans with factory management to implement Heat Action Plans, early-warning dashboards, and operational readiness assessments.
- Health & Safety Systems: Strengthen factory infrastructure for heat safety, focusing on hydration, rest, cooling, first response, clinic readiness, and medical referral pathways.
- Stakeholder Ecosystem: Establish Climate Care Hubs to coordinate efforts between factories, district authorities, industry stakeholders, ESIC, and health systems.
- Engagement & Training: Nurture buy-in from factory leadership, HR, and supervisors. Identify and train workers as "Climate Care Champions" for peer-led health education, early risk detection, and first response.
- Team Leadership: Supervise the Cluster Project Team through task allocation, field mentoring, and capacity building on heat-health guidelines.
- Monitoring & Reporting: Collaborate with the MEAL team for baseline/endline data collection,



routine monitoring, field verification, and high-quality reporting.

Qualifications & Experience

- Education: Postgraduate degree in public health, social work, labour studies, development studies, management, or a related field.
- Experience Requirements: 8–10 years of experience in program management, field implementation, and stakeholder coordination. Note: Candidates with a strong background in Public Health or Climate Resilience will be considered with 5–6 years of experience.
- Preferred Domain Expertise: Robust preference for candidates with prior experience in public health, climate resilience, workforce wellbeing, occupational health and safety, or labour-focused initiatives.

Mandatory Skills & Competencies

- Languages: Fluency in Telugu (local language) and English is mandatory. Familiarity with the specific Hindupur context is highly advantageous.
- Field Leadership: Proven ability to manage complex field operations, resolve operational challenges proactively, and mentor field staff.
- Stakeholder Management: Capability to independently lead consultations and build relationships with government departments, civil society organizations, and factory leadership.
- Contextual Awareness: Deep understanding of worker vulnerabilities, gender and migrant issues, factory systems, and supply chain dynamics.
