A fast growing construction company (EPC Contractor) from Bhuj-Kutchh required Project Planning & QS-Billing Civil Engineer for various projects in Maharashtra, Madhyapradesh for HIGHWAY PRJOECTS at Ahmedabad based Regional Office. He is the financial and operational backbone of a road infrastructure project. This role acts as a bridge between the physical site execution and the commercial, contractual, and financial departments, ensuring projects are delivered on time, within budget, and as per specifications. Job Summary
The ideal candidate will be responsible for end-to-end project scheduling, cost control, quantity estimation, and billing operations for NHAI / MoRTH or State Highway projects. The role entails managing client and subcontractor billing, preparing Bill of Quantities (BOQ), tracking material reconciliation, monitoring project timelines, and handling variation claims to maintain healthy cash flow and project profitability.
Core Responsibilities
1. Project Planning & Scheduling

- Work Breakdown Structure (WBS): Develop detailed project schedules and micro-plans using planning software.
- Progress Monitoring: Track physical vs. financial progress daily, weekly, and monthly against the baseline schedule.
- S-Curve & Reporting: Generate S-curves, Daily Progress Reports (DPR), and Monthly Progress Reports (MPR) for the management and client.
- Resource Optimization: Forecast and monitor the mobilization of manpower, machinery (e.g., crushers, pavers), and materials.
- Risk Mitigation:



Identify potential delays or bottlenecks in land acquisition, utility shifting, or execution, and propose recovery schedules. [
- 2. Quantity Surveying (QS) & Estimation
- Quantity Take-off: Extract precise quantities from engineering drawings for earthwork (cut/fill), GSB, WMM, DBM, BC, and structures like culverts and flyovers.
- BOQ Management: Prepare and update the Bill of Quantities based on the Detailed Project Report (DPR) and approved Positive for Construction (GFC) drawings.
- Barbending Schedule (BBS): Prepare and verify BBS for reinforced concrete structures, including retaining walls, bridges, and drains
- Rate Analysis: Perform market rate analysis and compare execution costs against MoRTH/Standard Data Book (SDB) specifications for extra/deviated items.
- 3. Billing & Invoice Management
- Client Billing (RA Bills): Prepare, submit, and clear monthly Running Account (RA) Bills and final bills in coordination with the Independent Engineer (IE) / Authority Engineer (AE).
- Subcontractor Billing: Scrutinize, verify, and certify joint measurement records (JMR) and invoices submitted by subcontractors and piece-rate workers
- .Measurement Books (MB): Maintain accurate, dispute-free measurement sheets and strip charts as per contract specifications
- Price Escalation: Calculate price adjustments and monthly escalations for fuel, bitumen, steel, cement,



and labor as per contract clauses (e.g., under EPC/HAM models).
- Cost Control & Contract Administration, Material Reconciliation: Perform theoretical vs. actual consumption analysis for critical materials (bitumen, cement, steel, aggregates) to prevent wastage.
- Variations & Claims: Identify deviations, draft variation orders, and prepare justification statements for extra items or extension of time (EOT) claims.
- Budget Tracking: Assist the Project Manager in checking actual expenditure against the cash flow budget to minimize cost overruns. [
- Required Technical Skills & Qualifications
- Education: B.Tech / B.E. in Civil Engineering (M.Tech in Construction Management or a PG Diploma from NICMAR is highly preferred).
- Experience: 10+ years of core experience in Highway/Roadway infrastructure projects (EPC or HAM models).
- Technical Guidelines: Deep understanding of MoRTH Specifications, IRC Codes (e.g., IRC:37, IRC:58), and IS 1200 measurement standards.
- Software Proficiency:
- Planning: Primavera P6 or MS Project (MSP).
- Design/QS: AutoCAD (for drawing verification) and specialized quantity estimation tools.
- Core Tools: Advanced MS Excel (Macros, VLOOKUP, formulas for complex billing sheets) and ERP software (SAP/in-house systems).

Key Performance Indicators (KPIs)

- Accuracy in billing with zero/minimal deductions by the client's authority engineer.
- Timely preparation, submission, and certification of RA bills to maintain site cash flow.
- Keeping material wastage within the allowable theoretical limits (typically under 23%).
