Job Location: Alibaug Taluka (Field-intensive – 100%), District Raigad, Maharashtra

About the Program (SETU – Community Resource Centre)

The SETU Program aims to establish a Community Resource Centre that provides counselling, mediation, legal guidance, and referral support to survivors of violence.

The program will facilitate survivors’ and vulnerable families’ access to social protection, linking individuals to social entitlements, including essential identity documents (Aadhaar card, ration card, birth certificate, caste certificate, income certificate) and relevant government welfare schemes.

The program will form and strengthen community-based mechanisms for prevention of and response to Gender-Based Violence (GBV) across project villages in Alibaug block, Raigad district, reaching women and girls directly.

The project is implemented in partnership with key stakeholders including Police, ASHAs, Anganwadi workers, Panchayat representatives, BDO Office, CDPO, Talathi, DLSA, and other government departments.

Job Roles &

Responsibilities

Scheme Mapping & Knowledge Management

Map all Central and State Government welfare schemes relevant for women in Alibaug – Sanjay Gandhi Niradhar Yojana, Manodhairya Scheme, Nav Tejaswini (MSRLM), PMMVY, Widow Pension, vocational training schemes, skill development, e-Shram, Ayushman Bharat, etc.



The mapping will also cover schemes relevant to adolescent girls (Sukanya Samriddhi Yojana, Kishori Shakti Yojana/SABLA, pre-matric and post-matric scholarships, Mukhyamantri Majhi Ladki Bahin Yojana, etc.), so this expertise is available in-house for the SETU program's adolescent girls' groups.

Maintain an updated scheme eligibility matrix in Marathi (eligibility criteria, required documents, applying authority, and timelines), and keep it updated as government rules and procedures change.

Train the field team, Aadhaar Gat leaders, and SHG CRPs on scheme documentation and application processes using the eligibility matrix.

Direct Entitlement Support for Women

Provide direct entitlement support to any woman from the project communities in Alibaug who needs help accessing a welfare scheme or essential documents. This includes support in collecting documents (Aadhaar, Ration Card, Income Certificate, etc.), filling forms, and submitting applications at Panchayat Samiti, Tehsil Office, DLSA, and WCD Office in Alibaug.

Facilitate issuance of essential identity and eligibility documents (Aadhaar card, ration card, birth certificate, caste certificate, income certificate) through Gram Panchayats, Setu/Common Service Centres, and enrolment camps, as a first step to scheme linkage.

Support the economic rehabilitation of women in coordination with MSRLM and the Skill Development Department – linking women to SHG membership, livelihood opportunities, and vocational training.

Liaison, Convergence & Grievance Redressal

Liaise and follow up with government departments in Alibaug Taluka – BDO Office, CDPO, Talathi, Sakhi One Stop Centre, DLSA Raigad, MSRLM Alibaug Block – to ensure timely sanctioning and disbursement of advantages.

Escalate pendency and grievance cases through appropriate redressal channels (Tehsil office, government grievance portals, DLSA legal aid) and track them to closure.

Support the Project Lead in organizing the monthly Taluka Convergence Meeting with line departments and present data on scheme linkage pendency and success.





Community Awareness & Camps

Conduct awareness sessions in target Gram Panchayats on welfare schemes for women and girls, including adolescent-focused schemes, in coordination with the program’s community groups and adolescent girls’ groups.

Support facilitation of entitlement and document camps (e.g., Aadhaar enrollment, e-Shram registration, pension application camps) at the village level.

Reporting & Operational Excellence

Ensure 100% confidentiality, informed consent, and the do-no-harm principle while handling women's data. Maintain a confidential MIS of scheme linkage – no identifiable data to be shared publicly.

Maintain tracker-wise records of applications submitted, sanctioned, and pending; prepare and submit monthly progress reports on scheme linkages; and maintain all documentation safely for audits.

Coordinate with the GBV Counsellor on a warm-handoff basis – the Counsellor may refer women who need entitlement support, and the Coordinator may refer women who disclose violence; both jointly follow up on cases till closure. All women from the project villages can directly approach the Coordinator, irrespective of any referral.

Participate in any other activities which may contribute to fulfilling the objectives of the organization and the project.

Qualifications, Experience, and Skills Required

Education: Graduate; MSW preferred.

Experience: Minimum 2–3 years of experience in social work, government scheme linkage, or work with women/SHGs in Raigad/Konkan region. Demonstrated experience of liaison with Taluka-level government offices (Tehsil, BDO, CDPO, DLSA, WCD).

Language Proficiency: Fluency in Marathi (Mandatory) and basic English (Working knowledge of Hindi).

Mobility: Willingness for extensive field travel within Alibaug Taluka on a two-wheeler, with a valid driving licence.

Location: Open to relocating to or residing in Alibaug.

Technical Skills: MS-CIT / basic computer skills – MS Word, MS Excel, and Google Sheets.

Remuneration

Rs. 30,000/- per month (commensurate with skills and experience).
