Role & responsibilities The QA/QC Manager is responsible for establishing, implementing, and maintaining the project Quality Management System (QMS) to ensure that all construction, engineering, materials, and installation activities comply with approved drawings, specifications, applicable codes and standards, contractual requirements, and client expectations
Preferred candidate profile
Key Responsibilities
- Develop, implement, and maintain the Project Quality Plan (PQP), Inspection & Test Plans (ITPs), Method Statements, checklists, and quality procedures.
- Ensure all project activities are carried out in accordance with approved drawings, specifications, applicable codes, standards, and contractual requirements.
- Lead and manage the QA/QC team, including discipline engineers, inspectors, and laboratory personnel.
- Review and approve inspection requests, material inspection reports, test reports, and quality documentation.
- Coordinate with the Client, Consultant, Project Management Consultant, subcontractors, suppliers, and other project departments on all quality-related matters.
- Establish inspection and testing requirements for civil, structural, architectural, MEP, and other project activities as applicable.
- Monitor site activities and ensure required inspections and tests are performed at the appropriate stages.
- Verify that materials, equipment, and products received at site comply with approved material submittals and project specifications.
- Ensure proper control, identification, storage, preservation, and traceability of materials.
- Coordinate laboratory testing and ensure all tests are conducted using approved procedures and calibrated equipment.
- Review and monitor calibration certificates for inspection, measuring, and testing equipment.
- Conduct internal quality audits and participate in client/consultant audits.
- Identify non-conformities and ensure timely issuance, investigation, corrective action, and closure of NCRs.
- Monitor preventive and corrective actions and verify their effectiveness.
- Investigate recurring quality issues and implement appropriate root-cause analysis and improvement measures.
- Review subcontractor and supplier quality plans, procedures, ITPs,
and quality records.
- Monitor subcontractor performance and ensure compliance with project quality requirements.
- Prepare and maintain project quality reports, inspection records, test reports, NCR logs, audit reports, and other quality documentation.
- Monitor project quality KPIs and provide regular reports to project management.
- Participate in technical and coordination meetings and provide quality-related recommendations.
- Ensure all quality records are properly maintained and available for final handover and project closeout.
- Prepare and maintain the final Quality Dossier / As-Built Quality Documentation.
- Promote a quality culture and ensure awareness of quality requirements among project personnel.
- Ensure compliance with applicable ISO standards and company quality policies.
Educational Qualifications
- Bachelor's degree in Civil Engineering, or a relevant engineering discipline.
Experience
- Typically 1015 years of relevant experience, including substantial experience in a QA/QC management role.
- Experience in construction, infrastructure, industrial, commercial, residential, or EPC projects.
- Strong experience in implementing Project Quality Plans, ITPs, inspection procedures, NCR management, audits, and quality documentation.
- Experience working with clients, consultants, subcontractors, and third-party inspection agencies.
- Experience with project handover and preparation of final quality dossiers is preferred.
Technical Skills
- Strong knowledge of QA/QC systems and quality management principles.
- Good knowledge of ISO 9001 requirements.
- Knowledge of relevant international and local codes and standards.
- Ability to interpret engineering drawings, specifications, and contractual requirements.
- Strong understanding of inspection and testing procedures.
- Knowledge of material approvals, MIR/WIR processes, ITPs, method statements, and checklists.
- Strong NCR, CAPA, root-cause analysis, and quality improvement skills.
- Proficiency in MS Office and quality documentation/reporting systems.
- Ability to establish and monitor quality KPIs.

Authority The QA/QC Manager has the authority to:
- Stop or recommend stopping work that does not comply with approved quality requirements.
- Reject non-conforming materials or workmanship.
- Raise NCRs and require corrective/preventive actions.
- Recommend corrective measures to project management and subcontractors.
- Escalate critical quality issues to the Project Manager/Project Director.
Working Relationships Internal: Project Manager, Construction Manager, Engineering Team, Planning Team, Procurement, Commercial, HSE, Site Supervisors, and Document Control.
External: Client, Consultant, PMC, subcontractors, suppliers, third-party inspection agencies, testing laboratories, and regulatory authorities.
Overall Accountability The QA/QC Manager is accountable for ensuring that the project is executed and completed in accordance with approved quality standards, contractual requirements, drawings, specifications, applicable codes, and the company's Quality Management System, while minimizing defects, rework, and quality-related project risks.
