Position:Manager Statutory Compliance & Labour Law
Department: Human Resources / Statutory & Compliance
Reporting To: Head Payroll & Compliance
Territory: PAN India
Employment Type: Full-Time
Job Purpose The Manager – Statutory Compliance & Labour Law will be responsible for ensuring organizational compliance with all applicable Central and State labour laws, regulatory requirements, educational institution mandates, and the evolving framework under the Four Labour Codes. The role will lead statutory governance, contractor compliance, regulatory audits, government liaisoning, and risk mitigation initiatives to safeguard business continuity and organizational reputation.
Key Responsibilities
1. Labour Law & Statutory Compliance
- Ensure compliance with all applicable labour laws, employment regulations, and statutory obligations across corporate and institutional operations.
- Drive organizational readiness and implementation of:
- Code on Wages
- Industrial Relations Code
- Code on Social Security
- Occupational Safety, Health & Working Conditions (OSH&WC;) Code
- Monitor legislative and regulatory developments and assess business impact.
- Advise leadership on compliance implications and policy amendments.
- Maintain statutory registers, records, notices, returns, and documentation in accordance with legal requirements.
- Ensure timely filing of statutory returns and maintenance of audit ready compliance records.
2. Payroll & Social Security Compliance
- Oversee statutory deductions, remittances, and filings relating to:
- Provident Fund (PF)
- Employees’ State Insurance (ESI)
- Skilled Tax (PT)
- Labour Welfare Fund (LWF)
- Gratuity
- Bonus
- Maternity Benefits
- Review payroll structures to ensure compliance with the revised definition of wages under the Labour Codes.
- Ensure accuracy of statutory calculations, reconciliations, and regulatory submissions.
- Drive digitization and automation of statutory compliance processes and records.
3. Contractor & Vendor Compliance Governance
- Lead end to end contractor and vendor compliance management across all locations.
- Conduct periodic compliance audits of manpower contractors, facility management agencies, and outsourced service providers.
- Verify statutory remittances, wage payments, licenses, registrations, and labour welfare obligations.
- Review compliance documentation and contractor invoices prior to payment release.
- Ensure compliance with Principal Employer responsibilities and related statutory obligations.
- Mitigate risks associated with contractor noncompliance and contingent workforce management.
4. Educational Institution Compliance
- Manage and monitor compliance obligations under the relevant Society and Trust Acts.
- Align campus operations with guidelines from CBSE, ICSE, IB, and local State Boards.
- Enforce state education department mandates and internal quality benchmarks.
- Coordinate all statutory submissions, certifications, and renewals for educational bodies.
- Lead cross campus inspection readiness, internal audits, and accreditation reviews.
5. Workplace Governance, POSH & Employee Relations
- Ensure compliance with the POSH Act and workplace governance requirements.
- Support Internal Committee (IC) administration, annual reporting, training, and awareness initiatives.
- Provide guidance on disciplinary proceedings, domestic inquiries, and employee misconduct investigations.
- Ensure statutory compliance in employee onboarding, transfers, disciplinary actions, separations, and workforce restructuring initiatives.
6. Audit, Risk Management & Inspection Readiness
- Conduct periodic compliance audits across schools, campuses, branches, and corporate offices.
- Identify compliance gaps, assess risks, and implement corrective and preventive action plans.
- Maintain readiness for labour inspections, regulatory audits, and government reviews.
- Prepare audit reports, compliance dashboards, and risk assessments for leadership review.
- Track closure of audit observations and compliance deviations.
7. Government Liaisoning & Regulatory Affairs
- Act as the primary liaison with labour departments, statutory authorities, and regulatory bodies.
- Manage responses to inspections, notices, legal queries, and compliance investigations.
- Coordinate with internal and external stakeholders to resolve regulatory matters efficiently.
- Represent the organization during statutory audits, hearings, and compliance related discussions.
8. Compliance Reporting & Governance
- Develop and implement compliance policies, SOPs, frameworks, and governance standards.
- Maintain compliance calendars, trackers, and centralized documentation repositories.
- Present periodic compliance status reports, risk assessments, and governance updates to senior management.
- Drive continuous improvement initiatives to strengthen organizational compliance maturity.
Qualifications & Experience
Education
- Bachelor's Degree in Law, Human Resources, Commerce, Business Administration, or related discipline.
- MBA (HR), MSW, PG Diploma in Labour Laws, LLB, or equivalent professional qualification preferred.
Experience
- 8–12 years of progressive experience in statutory compliance, labour law administration, contractor compliance, and regulatory governance.
- Experience within Educational Institutions, EdTech, IT/ITeS, Healthcare, large multi location organizations preferred.
