Summary The Technical Program Manager - Bid Management serves as the Bid Management subject-matter owner within the EMS core bid team, responsible for transforming customer RFQs into compliant, costed, and executable solutions. This role leads technical solution architecture and cross-functional integration across NPI, manufacturing process, test, automation, supply chain, quality, and operations workstreams. The position owns bid governance, proposal strategy, technical narratives, and management approval readiness while ensuring customer requirements are translated into feasible and commercially viable solutions.
Working closely with customers, suppliers, and internal stakeholders, the Technical Program Manager drives proposal excellence through structured planning, risk management, evidence-based decision-making, and effective stakeholder engagement. The role also champions continuous improvement by maintaining reusable bid knowledge, estimation methodologies, and lessons-learned repositories to strengthen future proposal competitiveness and execution success.
Responsibilities:
- Lead end-to-end technical bid governance from RFQ receipt through management approval and final submission readiness.
- Own technical solution architecture and ensure alignment across NPI, process engineering, manufacturing, test, automation, quality, supply chain, and operations functions.
- Develop compelling technical narratives, win themes, solution strategies, and executive-level presentations to support customer proposals and management reviews.
- Lead go/no-go decisions, pricing reviews, approval gates, and management decision forums, ensuring risks, assumptions, and deviations are clearly communicated.
- Manage bid priorities, resource allocation, and execution across multiple concurrent opportunities while maintaining quality and schedule commitments.
- Review RFQs, customer specifications, drawings, BOMs, technical data packages, and standards to identify gaps, risks, and clarification requirements.
- Develop structured customer clarification logs and convert incomplete requirements into documented assumptions, dependencies, exclusions, and closure actions.
- Define solution concepts, basis of estimates, implementation approaches, risks, mitigation plans, assumptions, and technical dependencies.
- Develop estimates for resource requirements, cycle times, equipment and tooling needs, NRE,
capital expenditure, lead times, and implementation milestones.
- Prepare auditable calculations, technical evidence, compliance documentation, costing inputs, proposal narratives, and management approval packages.
- Participate in and facilitate solution reviews, Red Team and Gold Team reviews, customer clarification sessions, and governance meetings.
- Reconcile inconsistencies and challenge unsupported assumptions across engineering, quality, process, test, automation, sourcing, supply chain, and finance inputs.
- Support supplier technical evaluations, quotation analysis, make-versus-buy assessments, and recommendation development using technical and commercial criteria.
- Establish acceptance criteria, validation strategies, implementation deliverables, and handover requirements to support successful NPI and program execution.
- Drive integrated planning, RAID management, change control, and configuration governance throughout the bid lifecycle.
- Maintain controlled bid templates, estimation databases, reusable proposal content, lessons learned, and technical knowledge repositories.
- Collaborate effectively with global customers, suppliers, and internal stakeholders across multiple geographic regions and time zones.
- Escalate critical risks in a timely manner and ensure effective mitigation plans are implemented.
- Ensure compliance with information security, confidentiality, quality management, and document control requirements.
Technical Expertise
- RFQ decomposition, requirements analysis, compliance matrix development, and requirements traceability management.
- Bid strategy development, solution storytelling, executive communication, and customer-facing proposal presentations.
- Proposal governance, gated review processes, Red Team and Gold Team reviews, and approval gate management.
- Technical solution architecture and cross-functional integration across NPI, manufacturing process, test engineering, automation, quality, and supply chain domains.
- Integrated planning,
RAID management, risk mitigation, change management, and configuration control.
- Commercial understanding of cost models, schedules, capital investments, risks, contractual obligations, and business case development.
- Development of resource loading models, cycle-time calculations, capacity planning, equipment sizing, tooling requirements, implementation schedules, and cost estimates.
- Supplier evaluation, quotation analysis, make-versus-buy assessments, and technical recommendation development.
- Proficiency in Microsoft Excel, PowerPoint, Word, Project, and equivalent planning and project management tools.
- Experience with ERP systems, PLM platforms, BOM management tools, and document repositories supporting controlled bid content.
- Solid analytical, problem-solving, and decision-making capabilities supported by data-driven and evidence-based methodologies.
- Excellent stakeholder management, negotiation, presentation, and customer communication skills.
- Proven ability to lead multidisciplinary teams across engineering, operations, quality, sourcing, finance, and supplier organizations.
- Strong ownership mindset, attention to detail, and ability to deliver high-quality outputs within fixed bid deadlines.
Qualifications & Experience
- B.E./B.Tech in Mechanical Engineering, Electrical Engineering, Electronics Engineering, Electronics & Communication Engineering (ECE), Industrial Engineering, or a related engineering discipline.
- PMP certification and/or MBA preferred.
- 10-15 years of experience in bid management, technical program management, NPI, manufacturing industrialization, engineering, or related functions within EMS or complex product manufacturing environments.
- Demonstrated experience supporting customer RFQs, technical proposals, manufacturing industrialization programs, and cross-functional solution development.
- Proven track record of leading multidisciplinary teams and providing evidence-based technical and commercial recommendations.
- Ability to work effectively with global customers, suppliers, and cross-functional teams across multiple time zones.
- Willingness to travel for customer workshops, supplier reviews, equipment trials, and program reviews as required.
- Strong written and verbal communication skills with customer-facing presentation capabilities.
