Summary The Technical Bid Manager is the Bid Management subject-matter expert within the EMS core bid team, responsible for converting customer RFQs into compliant, costed, and executable solutions. The role owns end-to-end bid governance, including RFQ intake, requirements traceability, compliance management, proposal development, review governance, pricing approvals, and final bid submission. Working closely with customers, engineering, operations, supply chain, quality, finance, and supplier teams, the Technical Bid Manager ensures all proposal commitments are technically feasible, commercially viable, and ready for successful transition into NPI and execution.
The position requires robust leadership, structured problem-solving, commercial awareness, customer-facing communication skills, and the ability to manage multiple concurrent bids while driving decision-making through evidence-based technical and commercial recommendations.
Responsibilities
- Own end-to-end technical bid governance, ensuring bid readiness from RFQ receipt through final submission and management approval.
- Lead RFQ decomposition, requirements analysis, compliance matrix development, and requirements traceability to ensure customer requirements are fully captured and addressed.
- Establish proposal architecture, bid strategy, solution storytelling, and executive-level presentations to communicate compelling customer solutions.
- Drive go/no-go decisions, pricing gate reviews, approval milestones, and bid governance reviews, ensuring risks, assumptions, and deviations are visible to decision-makers.
- Manage proposal review cycles, including Red Team and Gold Team reviews, and ensure timely closure of all review actions.
- Coordinate and prioritize resources across multiple concurrent bid opportunities while maintaining bid quality and submission timelines.
- Review customer RFQs, drawings, specifications, BOMs, standards, and technical data packages to identify gaps, risks, assumptions, and clarification needs.
- Develop structured customer clarification logs and convert incomplete requirements into documented assumptions, dependencies, closure plans,
and executable solutions.
- Define solution approaches, basis of estimate, implementation strategies, assumptions, exclusions, risks, and mitigation plans.
- Prepare auditable technical evidence, compliance documentation, proposal narratives, management approval packages, and supporting bid artifacts.
- Develop resource plans, cycle-time estimates, equipment and tooling requirements, NRE, capital expenditure estimates, implementation schedules, and milestone plans.
- Lead integrated planning activities, RAID management, change control processes, and configuration governance throughout the bid lifecycle.
- Ensure alignment and consistency across engineering, manufacturing, process, test, quality, automation, supply chain, sourcing, and finance inputs.
- Support supplier evaluations, quotation reviews, make-versus-buy analyses, and recommendation development based on technical and commercial considerations.
- Facilitate customer clarification meetings, supplier reviews, equipment trials, workshops, and program reviews as required.
- Define acceptance criteria, validation approaches, handover requirements, and key deliverables to support transition into NPI and program execution.
- Maintain controlled bid templates, estimation databases, lessons learned repositories, and reusable proposal content.
- Comply with organizational information security, confidentiality, quality management, and document control requirements.
- Collaborate effectively with global customers, suppliers, and cross-functional teams across multiple time zones.
- Escalate risks proactively and ensure timely resolution of issues that may impact proposal quality, cost, schedule, or compliance.
Technical Expertise
- Expertise in RFQ decomposition,
bid governance, requirements traceability, compliance management, and proposal development.
- Strong knowledge of technical bid management methodologies, gated review processes, and proposal lifecycle management.
- Proficiency in developing compliance matrices, risk registers, action trackers, requirements traceability registers, and governance documentation.
- Experience creating technical proposals, executive presentations, customer-facing solution narratives, and management approval packages.
- Strong commercial awareness with the ability to evaluate cost, schedule, risk, contract deliverables, and business impacts.
- Knowledge of manufacturing industrialization, NPI processes, EMS operations, process engineering, quality systems, test strategies, and supply chain considerations.
- Ability to develop resource loading models, cycle-time calculations, capacity assessments, equipment requirements, tooling estimates, implementation schedules, and capital investment evaluations.
- Experience with ERP, PLM, document management repositories, BOM management systems, and controlled content environments.
- Proficiency in Microsoft Excel, PowerPoint, Word, Project, and equivalent planning and project management tools.
- Understanding of change control, configuration management, estimation methodologies, technical documentation, and proposal costing principles.
- Strong analytical and structured problem-solving capabilities with the ability to make evidence-based technical and commercial recommendations.
- Excellent stakeholder management, communication, negotiation, and customer presentation skills.
- Proven capability to lead multidisciplinary teams and collaborate effectively across engineering, operations, quality, sourcing, finance, and supplier organizations.
- Ability to manage multiple concurrent bids, work under fixed deadlines, and maintain high levels of accuracy and attention to detail.
- B.E./B.Tech in Mechanical, Electrical, Electronics, ECE, Industrial or a related engineering discipline. PMP and/or MBA is preferred.
